A family mortgage must be issued only at the place of registration, said the chairman of the Federation Council Valentina Matvienko, speaking at a meeting on the organization of the work of the Presidential Council for Demographic and Family Policy. She believes that the current rules for issuing preferential mortgage loans do not contribute to increasing the birth rate. Matvienko proposed revising the conditions for the provision of a family mortgage.
A family mortgage is an important measure of support, but now it is realized incorrectly, Valentina Matvienko noted. She emphasized that now a significant part of preferential loans under this program is issued in Moscow, St. Petersburg and the Moscow Region. According to her assessment, these regions account for 40% of the family mortgage. At the same time, in other regions, families often do not have access to an targeted preferential program.
The Speaker of the Council believes that the rules for issuing a family mortgage should be changed. Preferential loans under a program for which the state allocates a lot of funds should be issued only at the place of permanent registration of borrowers.
