The future of OSAGO in numbers: Evgeny Ufimtsev told what to expect for Crimean motorists

OSAGO began operating in Russia on July 1, 2003. Over the twenty years of its existence, compulsory auto insurance has undergone significant changes: starting with the amount of maximum compensation for losses and ending with the fundamental mechanisms and systems of work. At a press conference held on July 4, Evgeny Ufimtsev, President of the Russian Union of Motor Insurers (RUA), announced the main achievements of the industry and plans for the development of «car insurance».
Russia has become one of the last states in Europe to introduce a system of compulsory auto insurance. On April 25, 2002, this fateful decision for the Russian insurance market and car owners was made. The OSAGO law is aimed primarily at protecting all road users, and I believe that over 20 years of its work, we could all be convinced that the system is needed and it works— said the President of the RSA.
The fundamental processes that have fundamentally influenced the development of OSAGO are the liberalization and individualization of tariffs. Until 2014, the cost of the policy was the same for everyone, regardless of the accident rate, which created a situation in which careful drivers overpaid for those who constantly became the culprit of an accident. Since December 2014, the Central Bank of the Russian Federation introduced a tariff corridor system and established upper and lower limits, which made it possible to maintain the cost for low-accident car owners and increase it for reckless drivers.
Over the past few years, OSAGO has been actively developing as a digital product. So, for example, on July 1, 2015, electronic OSAGO policies were put into circulation. The President of the PCA said that for 40 million valid policies per quarter (at the beginning of 2023), insurers now order only 200,000 State Sign forms, motorists are used to an electronic document, trust it, and most no longer ask for a paper form. Evgeny Ufimtsev also called the launch of the online registration of the Europrotocol and the introduction of the function of photographing road accidents as key milestones in the digitalization of the industry. In addition, the President of the RAMI outlined the main directions of development for the near future:
On July 15, a phased launch of the online settlement of OSAGO losses will begin — in the personal account in the State Services application, they will introduce the ability to submit an electronic application, and many insurers are ready to launch a similar opportunity in their mobile applications. At the same time, the right of the insurance company to be inspected in accordance with the law remains, but the most important thing is that the entire document flow can be carried out remotely through the application, which will make it possible to simplify and speed up the process of claim settlement. This option will be available to car owners first through the State Services portal, and from January 1, 2025, insurance companies will be required to connect it to themselves.
Even now OSAGO is a modern insurance product that often sets trends for all other insurance industries, but the system will continue to develop and improve.
Although a lot has already been done, we do not intend to stop there, a lot lies ahead— said Evgeny Ufimtsev.
