The government calls to return youth housing cooperatives with state support

The Public Chamber called on the government of the country to revive youth housing cooperatives, where the construction of apartments will be subsidized by the state. The initiative was made by the head of the OP Commission on Demography, Protection of Family, Children and Traditional Family Values Sergey Rybalchenko, reports TASS.
This practice existed in Soviet times, in the 1980s, and allowed many young families to solve housing problems. The cooperative received a subsidy up to 70% of the cost of housing construction, and young families had the opportunity to solve their problems in this way— explained Sergey Rybalchenko.
Valery Tumin, Director of the Russian and the CIS FAM Properties, considers the initiative to create housing cooperatives interesting, but requiring study.
Such a mechanism for receiving apartments cannot be called modern or vice versa, outdated — it is just a tool. And the more such alternatives in the complex of state support in improving housing conditions will be, the better. Easier to choose the most suitable— said the expert.
In his opinion, the opportunity to get an apartment in a housing cooperative can spur Russians more actively marrying and reducing the average age indicator entering into marriage.
In this case, you should clearly think and reduce the risks. For example, by changing the legislation — in particular, to provide for share contributions insurance in case of problems or bankruptcy of the cooperative. It is also necessary to tighten responsibility for the breakdown of the deadlines, for the misuse of the funds of the state and shareholders and for the unscrupulous activities of the contractors— continued Valery Tumin.
The speaker is sure that housing cooperatives can become a driver of construction and reduce the shortage of quality housing in the regions. He also added that at the same time other points should be provided.
Firstly, these should be complexes with large spacious apartments, that is, you should abandon small-meters, since such housing is built with an eye on the birth of children, and not one. Secondly, it is obvious that the demand for this kind of scheme will grow. The request should be supported by infrastructure — gardens, schools, clinics, roads and a well -maintained territory for relaxation— said Valery Tumin.
Now, according to him, unfortunately, there is a practice of developing the city districts with additional quarters — while in schools there is a sharp increase in the number of students.
Social burden should also be taken into account when choosing territories— concluded the expert.
Investment expert, head of the Family Capital federal program, Evgeny Tkachev, thinks that the initiative to enter housing cooperatives with state subsidies up to 70% does not quite fit into the modern economic model.
Here it is necessary to ask the question: what will happen to the existing market of development, how it will respond to such an initiative if it is accepted. It turns out that we will take a certain share of buyers in the person of young families from this market. Yes, the Cabinet of Ministers has been doing a lot for the past few years to make housing for this category of citizens more affordable. But it seems to me that other tools are still needed than ZhSK with state support— said Evgeny Tkachev.
According to him, from the point of view of providing citizens, it is necessary to find a model that would correspond to the current realities and would be viable in the future.
Departure to the option where the state subsidizes 70% of the cost of housing is as if it were already. This is not a market economy, but a slightly different system that today is rather impossible— the specialist summed up.
