Questions about gasoline are perhaps the most acute this summer. As the governor of Sevastopol, Mikhail Razvozhaev, noted, these questions fall into two categories: why prices are going up and “the authorities are not doing anything about it,” and periodic questions about why there are interruptions or restrictions at some gas stations with a particular type of fuel. fuel, as it was recently with the AI-95.

The main oil traders of Sevastopol carry out the supply of fuel to retail networks of gas stations through the purchase of all types of fuel at the St. Petersburg International Commodity and Raw Materials Exchange. On my instructions, Gorkhoz also sent a petition to the FAS on the analysis of fuel prices in Sevastopol and on a request to conduct an audit within the competence of the validity of the increase in prices for motor gasoline and diesel fuel at gas station networks in the city of Sevastopol. The Federal Antimonopoly Service is currently conducting such work, information on the progress of the investigation is not published so as not to affect the outcome of the considerations. Economic aspects of pricing.
According to official data, the stock price of AI-95 increased by about 4.3% over the month, and by 12.6% since the beginning of summer.
Why is there growth? There are many reasons: high demand, the refusal of the OPEC+ monitoring committee (an international intergovernmental organization created by oil exporting countries to control oil production quotas) to change oil production quotas (reducing oil production leads to higher prices), as well as adjusting the damper (the mechanism for paying oil refiners plants from the budget of a part of the difference between export and state-established indicative prices for fuel when it is supplied to the domestic market) by halving.
Rising oil prices lead to an increase in the price of gasoline (export prices for Urals oil rose by about 10% over three months). The Ministry of Energy, the Federal Antimonopoly Service, the Ministry of Finance of the Russian Federation are working on solving this problem. So, in order to reduce price increases, the Government of the Russian Federation adopted Resolution No. 1244 dated August 1, 2023 on increasing the standards for sales of petroleum products on the stock exchange: for gasoline from the current 12% to 13% of production, for diesel fuel — from 8.5% to 9.5%. It is predicted that this should help stabilize the situation in the domestic gasoline and diesel market.— said the governor of Sevastopol.
Let’s add to this that fluctuations in exchange prices are unlikely to have led to such jumps in prices in retail, at gas stations of the Crimean Peninsula. In the cost of gasoline, taxes, excises and fees have a greater weight: 20% VAT, 30% mineral extraction tax, 21% excises and fees. Therefore, gasoline in modern realities cannot be “cheap” by definition … It’s not about taxes and not about the stock exchange. Seasonal price hikes for fuel and lubricants in Crimea are observed every summer and are associated with demand and logistics. Well, of course, with the most important law of modern business — «do not miss your profit, increase your income» (at all stages of the «chain» from oil in the well to gasoline at gas stations).
Of course, one can wait for the results of the FAS proceedings, but the authorities need to remember: any promise that sounded loud and sharp can remain a promise that will obviously not raise the authority of statesmen-rhetors. We can’t influence prices – we don’t have to say that “we won’t allow it”, “we’ll imprison everyone”, “we won’t allow it”. The speeches of market laws cannot be blocked and populist socialist slogans cannot improve the built capitalism.
