The head of the administration of the Mezhvodnenskoye rural settlement was detained in Crimea. What is she accused of?

The Main Investigation Department of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol, based on the results of activities carried out in cooperation with the Federal Security Service of Russia for the Republic of Crimea and the city of Sevastopol, opened a criminal case against the head of the administration of the Mezhvodnensky rural settlement of the Black Sea region. The investigation charged her with abuse of power and assistance in fraud committed by a person using his official position as part of a group of persons by prior conspiracy on an especially large scale (part 2 of article 286, part 5 of article 33, part 4 of article 159 of the Criminal Code of the Russian Federation).
The Razdolnensky Interdistrict Investigation Department established that the head, in the interests of third parties, gave instructions to his subordinates to prepare, and then she herself signed and sealed, a fictitious extract from the minutes of the meeting of shareholders, according to which two land plots by the sea with an area of 10 hectares, owned by a local resident, were re-registered to others— reported the Investigative Committee.
The day before, the official was detained by employees of the department in the city of Yevpatoria of the Federal Security Service of Russia for the Republic of Crimea and the city of Sevastopol.
After the evidence was presented, the accused admitted her guilt and resigned as head of the rural settlement. The investigation establishes all the circumstances of the crime committed.
Previously, a criminal case was investigated against the realtor, as well as a brother and sister who illegally registered these land plots on charges of fraudulent actions on an especially large scale, which is currently being considered in court. In order to compensate for the damage caused and return the lands to the ownership of the municipality, the investigation seized these plots— reported the Investigative Committee.
And although the information message does not mention the name of the ex-official, it follows from open data that until the last day, the post of head of the administration of the Mezhvodnenskoye rural settlement was held by Liana Smirnova. She is 58 years old. By “Crimean standards”, she is a “long-liver” in leadership positions (she has held the position of head of administration since 2017).
