The head of the city capital construction department will be tried in Feodosia

The Main Investigation Department of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol completed the investigation of the criminal case against the head of the capital construction department of the Feodosia administration. She is accused of committing a number of episodes of abuse of official powers, including those resulting in grave consequences (Part 1 of Article 285, Part 3 of Article 285 of the Criminal Code of the Russian Federation).
The investigative department for the city of Feodosia established that municipal contracts were concluded between the local capital construction department and a commercial organization for the overhaul of the House of Culture in the village of Shchebetovka and the construction of a drainage station for receiving municipal waste in the village of Primorsky.
The official, knowing that the contractor had not fulfilled the declared volumes in full and that some of the equipment was missing, signed certificates of completion of work in the interests of the company from March to December 2021. As a result of her criminal actions, work was actually not completed in the amount of more than 68 million rubles, which were allocated as part of the state program for reforming the housing and communal services of the Republic of Crimea. Further, in February 2022, the head of the capital construction department of the Feodosia administration signed an act, according to which the contractor was completely recalculated and additionally paid for work that was not actually completed in the amount of more than 16 million rubles— reported in Sledkom.
It is emphasized that such illegal actions resulted in the failure to fulfill the tasks of the Russian national project “Housing and Urban Environment”, as well as the state program “Socio-economic development of the Republic of Crimea and the city of Sevastopol” in the urban district of Feodosia.
Illegal activities were identified and suppressed during a prosecutor’s inspection in cooperation with employees of the Department for Economic Security and Combating of the Ministry of Internal Affairs of Russia in the Republic of Crimea.
The criminal investigation has now been completed. The official was suspended from her position for the period of the preliminary investigation, and she was given a preventive measure in the form of house arrest. The accused did not admit guilt in committing the crime, however, it is confirmed by the results of operational search activities, inspections of objects and documents seized by the investigation, testimony of witnesses and confrontations, as well as other evidence,” the Investigative Committee clarified.
The case materials have been sent to the prosecutor’s office for the purpose of studying, signing the indictment and further sending the case to court.
