The Ministry of Internal Affairs of Crimea reminds of responsibility for participation in unauthorized actions (rallies)

Article 31 of the Constitution of the Russian Federation guarantees citizens the right to assemble peacefully without weapons, to hold meetings, rallies and demonstrations, processions and picketing.

According to clause 1, part 1, art. 4 of the Federal Law of June 19, 2004 No. 54-FZ “On meetings, rallies, demonstrations, processions and pickets”, the organization of an event must include proper notification of the local government about the place, time, purpose of the event, number of participants and other data established by law. The notification is sent to the relevant authority no earlier than 15 and no later than 10 days before the day of the public event.

In accordance with the law, administrative and criminal liability is provided for failure to comply with these requirements in the Russian Federation.

For organizing or holding a public event without submitting a notice of the public event in the prescribed manner, administrative liability is provided in the form of imposing an administrative fine on citizens in the amount of twenty thousand to thirty thousand rubles, or compulsory work for up to fifty hours, or administrative arrest for a term up to ten days; for officials — from twenty thousand to forty thousand rubles; for legal entities — from seventy thousand to two hundred thousand rubles (Part 2 of Article 20.2 of the Code of the Russian Federation on Administrative Offenses).

For violating the established procedure for organizing or holding a meeting, meeting, demonstration, procession or picketing, if this act is committed repeatedly, criminal liability is imposed in the form of a fine in the amount of six hundred thousand to one million rubles, or compulsory labor for a term of up to four hundred eighty hours, or correctional labor. labor for a period of one to two years, or forced labor for a term of up to five years, or imprisonment for the same period (Article 212.1 of the Criminal Code of the Russian Federation).

The police urge citizens, including minors, not to give in to calls for illegal actions, not to take part in unapproved public events, and to immediately report all suspicious situations to law enforcement officers.
