The Ministry of Justice of the Russian Federation approved an expanded list of notaries benefits for participants in his families and their families

Since February 2022, the Federal Notary Chamber has repeatedly developed and introduced benefits for notarial actions: for refugees, mobilized citizens, participants in their own and their families. Subsequently, these decisions were reflected in the order of the Ministry of Justice of Russia dated 12.09.2023 No. 253, where the list of benefits for the specified circle of persons was fixed. The new system complemented the previously operating benefits with new categories of persons to whom these benefits are laid, and also replenished the list of preferential notarial actions.

The cost of any notarial action consists of two parts — federal and regional tariffs. Participants of They are completely exempted from the regional and pay only the smaller federal tariff in the issuance of powers of attorney (value taking into account the benefits: 100-500 rubles), consent in relation to children (100 rubles) and will (100 rubles).

In addition, at a preferential tariff, you can transfer a paper document into an electronic form with the preservation of its legal force and vice versa (the cost taking into account the benefits: 50 rubles per page), transfer documents to individuals or legal entities through a notary public (100 rubles). The list also includes the authenticity of the signature on the document (100-200 rubles), as well as the fidelity of copies of identification documents, and documents issued by the registry office (10 rubles per page).

It should be noted that according to the law, the heirs of participants are also exempted from paying state duty for registering property rights to real estate.

Foreigners-contractes

A new preferential category is also introduced. We are talking about foreigners who want to conclude a contract on military service as part of the Armed Forces of the Russian Federation and military units. Provided that they are legally in Russia.

Such citizens are exempted from the regional tariff for evidence of the fidelity of the transfer of documents or the authenticity of the translator’s signature on the documents necessary for signing the contract. The cost of these notarial actions, taking into account the benefits, is 100 rubles. Also, potential foreigners-contractions can attest to the loyalty of the necessary copies of documents and extracts from them on preferential conditions. To obtain benefits, a certificate will be required from the head of the selection point or military unit, which lists the documents that must be certified by the notary.

It is important to note that the notary provides legal guarantees, including bearing full property responsibility for the result, even if he does his job for free or for the minimum fee. Wherever the notary performs a notarial action — in his office, the collection point or, for example, in the hospital — he explains to the person all the legal details and the consequences of the execution of a document in order to make sure that the person understands and accepts them. Thus, it does not allow fraudulent actions or misleading people.
