The Northern City Electoral Commission intends to ensure the electoral rights of citizens with disabilities

On August 12, a meeting of the Working Group of the Sevastopol City Electoral Commission (SCEC) on ensuring the electoral rights of citizens with disabilities during elections in the city of Sevastopol was held. Representatives of the Sevastopol Regional Public Organization of the All-Russian Society of the Blind (SROO VOS), the Sevastopol Regional Branch of the All-Russian Public Organization of the Disabled «All-Russian Society of the Deaf», the Department of Youth Affairs of the city of Sevastopol, and the chairmen of the territorial election commissions (TEC) of the Gagarinsky, Nakhimovsky, Leninsky and Balaklava districts took part in the work.

Chairperson of the Sevastopol City Electoral Commission Nina Faustova informed about the progress of the election campaign, about the opportunities for voters to vote and about the goal of the Sevastopol City Electoral Commission in the upcoming elections of deputies of the Legislative Assembly of the city of Sevastopol to ensure maximum convenience and accessibility in the exercise of will for voters with disabilities. The Chairperson of the Sevastopol City Electoral Commission proposed a dialogue format so that representatives of the target audience could express all their proposals and recommendations on the work of election commissions both during the election campaign and on voting days on September 6-8, 2024.

There will be 187 polling stations operating in Sevastopol during the upcoming elections. Of these, 114 have ramps, 14 are equipped with special equipment for the visually impaired (additional lighting, magnifying glasses, enlarged fonts). At ten polling stations, visually impaired Sevastopol residents will be offered to use tiflomarkers — their list has been agreed upon by representatives of the SROO VOS:

  1. Polling station No. 2 (Novikova St., 4);
  2. Polling station No. 18 (Inkerman, 8 Shubikova St.);
  3. Polling station No. 38 (Ligovskaya St., 8, 10);
  4. Polling station No. 42 (66 Tarasa Shevchenko St.);
  5. Polling station No. 52 (Oktyabrskoy Revolyutsii Ave., 8);
  6. Polling station No. 88 (28A Pozharova St.);
  7. Polling station No. 107 (9 Marshal Biryuzov St.);
  8. Polling station No. 156 (2 Rabochaya St.);
  9. Polling station No. 160 (1 General Zhidilov St.);
  10. Polling station No. 176 (28B Chelyuskintsev St.).

During the meeting, members of the SGIK showed specially prepared videos for informing hearing-impaired voters, equipped with sign language translation. Another option for ensuring accessibility of voting for Sevastopol residents with health restrictions will be the possibility of calling a social taxi for people with limited mobility.

During the discussion of the agenda items, the details of the presence of volunteers at polling stations on election days were touched upon separately. The heads of the territorial election commissions expressed their recommendations on the number of volunteer assistants and the conditions of their work.

The members of the Working Group agreed to hold additional extended meetings with all interested disabled people’s organizations and volunteers in the near future.
