The President instructed to integrate drones into the single airspace of Russia

The production of domestic drones will be established in Sevastopol.

Russian President Vladimir Putin set the task of integrating unmanned aerial vehicles into the country’s unified airspace, including through the digitalization of the industry. This is reported on site Kremlin.

In order to ensure the safe operation of unmanned aerial systems, the Government of the Russian Federation should take comprehensive measures to integrate unmanned aircraft into the unified airspace of the Russian Federation, including considering the issue of digital transformation of air traffic management in terms of air traffic services systems, navigation, landing, surveillance, communications and counteraction to the illegal use of unmanned aerial systems— says one of the paragraphs of the list of instructions of the Head of State.

The President is waiting for a report on this topic until September 1, then once every six months. The Ministry of Transport of the Russian Federation must submit its proposals on this matter before July 15.

A support center for the design, testing, production and preparation for certification of unmanned aerial systems will appear in Sevastopol and a number of Russian cities.

Provide for the creation, including in the Nizhny Novgorod, Ryazan, Samara, Sakhalin, Tomsk, Tula regions, the Republics of Bashkortostan, Tatarstan, as well as in Moscow, St. Petersburg and Sevastopol, a network of centers for design support, testing, production and preparation for certification of unmanned aerial systemsthe document says.

Such centers will appear in the country as part of the formation of a national project for the development of unmanned aerial systems for the period up to 2030.

In general, Russia intends to expand the introduction of unmanned aircraft (including eliminating administrative, technical and other barriers), consolidate the purchase of such domestically produced systems in the state civil order until 2030, attracting leasing companies with state participation. Together with the Ministry of Defense and the Federal Security Service of Russia, the government should change the approaches to “taking measures that limit the use of digital geospatial data” from drones in order to significantly increase the efficiency of using such information. The deadline for the execution of the order is set to August 1.

The Russian authorities will also create conditions for the creation of operators providing services using domestic drones. On all these issues, the government must report before August 1.

In addition, the Cabinet of Ministers was instructed to take measures to stimulate the use of domestic digital platforms and solutions in the field of personnel training, design, production, certification, operation of unmanned aerial systems and control over their use. The report to Putin must also be submitted by August 1, 2023, and then once every six months.

Another instruction concerns domestic satellite communication systems.

Administration of the President of the Russian Federation to consider supporting the project to create a Russian global satellite communications system and implement a stack of data transfer protocols developed by Technojet Limited Liability Company— the Head of State set the task.

The report is due by September 1st.
