The prosecutor's office is participating in the consideration of the bill «On the General Plan of the city of Sevastopol»

On February 18, 2025, the prosecutor of the city of Sevastopol Andrei Shevtsov took part in the plenary meeting of the II session of the Legislative Assembly of the city of Sevastopol III convocation. The meeting adopted the General Plan of the city of Sevastopol, as well as a number of bills developed with the participation of the prosecutor’s office.
The prosecutor’s office carried out supervisory support for the preparation of the law on the general plan of the city of Sevastopol.
The draft general plan was developed on the basis of a state contract, which was concluded in 2023 between the GAU of the city of Sevastopol “Scientific Research and Design Institute of Urban Planning, Architecture, Exhibitions and Environment” and GAU of the city of Moscow “Scientific Research and Design Institute of the General Plan of the city of Moscow” . Given the position of the prosecutor’s office of Sevastopol, the term of work under the contract was adjusted — instead of 2025, the work was completed in December 2023.
Subsequently, at the control of the prosecutor’s office, the process of public hearings of the project, consideration of the proposals of their participants by the Commission on the preparation of territorial planning of the city of Sevastopol and the approval of the project by the federal bodies of state power.
The result of the work was introduced in December 2024 by the Government of the city of the draft law of the city of Sevastopol “On the General Plan of the city of Sevastopol” for consideration to the Legislative Assembly and its adoption by Sevastopol deputies during today’s meeting in two readings.
The law will enter into force ten days after the day of its official publication.
Earlier at the same meeting, the deputies considered the bill on amendments to the law of the city of Sevastopol dated October 28, 2022 No. 718-ЗС “On the types of objects of regional significance to be displayed on the general plan of the city of Sevastopol”. This document was entered by the Governor of the city of Sevastopol together with the prosecutor of the city of Sevastopol Andrei Shevtsov, deputies Vladimir Nemtsev and Konstantin Pirogov. It is developed to update the list of objects to be displayed on the general plan, in accordance with the requirements of federal legislation. The law is also adopted by deputies in two readings.
