The prosecutor's office of Sevastopol deals with the housing-construction cooperative «Zhilkom»: a meeting with shareholders

Dmitry Tellin, First Deputy Prosecutor of the City of Sevastopol, held an on-site reception of citizens — shareholders of the Zhilkom housing and construction cooperative, during which the issues of completing the construction of apartment buildings on a land plot at the address: Pobedy Avenue, 29A were considered.

The meeting was held with a visit to the place and inspection of the houses. 24 people applied for admission. Together with the first deputy prosecutor of the city, Andrei Solomakhin, head of the Department for Control and Development of Equity Construction of the Capital Construction Department, Vladimir Formanchuk, director of the Sevastopol City Foundation for the Protection of the Rights of Citizens Participating in Equity Construction, representatives of the Capital Construction Department of the city, a contractor, the prosecutor of the Nakhimovsky district and prosecutors.

The construction of a residential complex of two 11-storey buildings began in 2013, but the developer did not fulfill its obligations to shareholders in a timely manner. The construction is 81% complete. Funds from 113 citizens were involved in the construction of the house. To date, the buildings have not been put into operation, the cooperative has been declared bankrupt— explain in the press service of the prosecutor’s office of Sevastopol.

The complex is included in the Unified Register of Problem Objects, which includes information about all apartment buildings and other real estate objects in the Russian Federation, in respect of which the deadlines for completion of construction have been violated for more than six months or the developer has been declared bankrupt.

In 2021-2022, the prosecutor’s office and the Government of Sevastopol took a number of measures aimed at restoring the rights of shareholders.

In May 2022, the land plot at the specified address was transferred to the regional Fund. Financing of the completion is provided at the expense of the city budget and the PPK «Territorial Development Fund». Contracts have been concluded with contractors for design and survey, construction and installation work on these houses.

During the meeting with Dmitry Tellin, citizens were interested in the preparation of design estimates, the subsequent process of the actual completion of the facility and the timing of commissioning of houses. The first deputy prosecutor of the city recommended that representatives of the Department of Capital Construction take control of the examination of design and estimate documentation and the coordination with the authorized departments of the final cost of construction and installation work. In order to control the progress of the completion of construction and the restoration of the rights of citizens, the dates for further working meetings at the facility with the participation of shareholders, authorities and prosecutors have been determined— noted in the press service of the prosecutor’s office of Sevastopol.
