The provisions of the new law on the struggle against cyber abusions entered into force. What will change

From June 1, 2025, a number of provisions of the Federal Law on Councils of Cyber Mesterns entered into force. The State Duma, a member of the Information Policy Committee, the Federal Coordinator of the Digital Russia party project, Anton Nemkin, spoke about the innovations.
The document introduced a set of measures that suppress the actions of scammers, said Nemkin. First of all, from June 1, a new procedure for changing the password on the Public Service portal is in force — a special code can receive a special code to confirm the operation only if at this moment a phone call is not made on the mobile device.
Most often, attackers hunt precisely for the account of Russians from the state. Due to the skillful use of social engineering at the time of a telephone conversation, they force the user to report the code from SMS messages necessary for authorization. The ban on the transfer of information at the time of the phone call will eliminate this possibility— the deputy explained.
In order to inform the fraudster code to change password, the user will first complete the call. A new measure will allow a person to protect himself from psychological pressure, providing him with time to critically assess the situation.
Also, the possibility of transferring the SIM card to another person will be limited. Only relatives and close people can convey the SIM card, in particular to parents, brothers, grandparents, children and grandchildren. In addition, from June 1, Rosfinmonitoring is endowed with the authority to block suspicious banking transfers that may be associated with fraud.
Some provisions of the new law will enter into force in August and September 2025, Nemkin noted.
From August 1, a restriction on mass calls will be established. It will be possible to get an incoming call only if a person has given consent to the communication operator in advance. The relevant provision will be included in the contract with the operator or customer of mass calls. At the same time, from September 1, communication operators will be required to mark incoming calls, and citizens will have the opportunity to withdraw consent to mass and automatic challenges— said the deputy.
As Anton Nemkin explained, the new law fundamentally changes the approach to the fight against cyber abuse. “New measures provided for by law are aimed at more efficient tracking and prevention of fraudulent actions. But fraud, as we know, is very adaptive — measures to counteract attackers should be updated in real time: both at the legislative and technical levels. That is why the Russian mincifers, together with the industry, are now preparing a new bill to combat fraud, ”the deputy said.
In addition, Nemkin said, from June 4 the pilot project of the Minzifra to combat cyber abusivers will start.
The goal of the pilot is to increase the rate of exchange of information between banks, communication operators and state bodies. The technical base for such an exchange will be a new state system. During the experiment, it is also planned to determine the categories of data that will be needed for an effective struggle against cybercrime, and establish automation in the exchange of information— said the deputy.
