The Russian Ministry of Finance gave appropriate clarifications.

Payments on savings deposited in Sberbank of the USSR will not be made in the territory of the Republic of Crimea. Such clarifications were given by the Russian Ministry of Finance.

Over the years, the Ministry of Finance of the Republic of Crimea has received numerous appeals from Crimeans regarding the issue of obtaining clarification regarding the legislative settlement of the issue of making compensation payments on deposits (savings) placed in the USSR Savings Bank in the Crimea. Finally, final clarifications from the Russian Ministry of Finance have been received.

Letter of the Ministry of Finance of the Russian Federation dated 01.03.2024 No. 05-05-05/18747 clarified that the Federal Law “On the Federal Budget for 2024 and for the Planning Period of 2025 and 2026” provides funds for making compensation payments on deposits in the Savings Bank of the Russian Federation , which are guaranteed savings in accordance with the Federal Law “On the restoration and protection of savings of citizens of the Russian Federation” dated May 10, 1995 No. 73-FZ (hereinafter referred to as Law No. 73-FZ).

In turn, Law No. 73-FZ determines the circle of persons to whom it applies, based on the criterion of citizenship, as of the day it entered into force, that is, on May 12, 1995, as well as the territorial affiliation of the corresponding monetary savings of citizensreports the press service of the Republican Ministry of Finance.

Thus, the effect of Law No. 73-FZ does not apply to savings made on deposits with the USSR Savings Bank in the period before June 20, 1991, in the territory of the Republic of Crimea, Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye and Kherson regions, which were included in the specified period into Ukraine.
