The revenue and expenditure parts of the Crimean budget for 2025 are increased

The revenue and expenditure parts of the budget of the Republic of Crimea for 2025 were increased. This was reported according to the results of the correspondence vote of the State Council of the Republic of Crimea under the bill “On Amending the Law of the Republic of Crimea“ On the budget of the Republic of Crimea for 2025 and for the planning period 2026 and 2027 ”Deputy Chairman of the Council of Ministers of the Republic of Crimea — Minister of Finance of the Republic of Crimea Irina Kiviko.
The Deputy Prime Minister clarified that the bill provides for an increase in the total income by 25.1 billion rubles. (including tax and non -tax revenues — for 20.3 billion rubles, gratuitous revenues — 4.8 billion rubles) to 254.7 billion rubles, costs — for 37.3 billion rubles. up to 270.9 billion rubles. and deficiency — for 12.1 billion rubles. up to 16.2 billion rubles, which is fully provided with its sources of financing.
The adjustment of the budget is associated with the updating of the revenue and expenditure parts, the redistribution of allocations between the main administrators of budget funds, taking into account the current economic situation. Changes will affect the resource support of 44 main managers of budgetary funds of the republic— Irina Kiviko emphasized.
The chief financier of Crimea noted that the bill also provides for indexing by 1.076 times from October 1 of monthly official salaries, salaries of monetary maintenance and wages of persons specified in Articles 6 and 18 of the Law of the Republic of Crimea “On the budget of the Republic of Crimea for 2025 and for the planning period 2026 and 2027”. In addition, it is planned to adjust the parameters of 26 state programs.
In terms of increasing the expenditure part of the budget in 2025, it will be additionally directed: for health care — 2.4 billion rubles. (including overhaul and construction of healthcare facilities, the creation of modern infrastructure of reception rooms of medical organizations, the acquisition of movable property for healthcare institutions), for education — about 2 billion rubles. (including an increase in the salaries of teachers, repair of schools and kindergartens, purchase of educational materials), 2.9 billion rubles to the sphere of housing and communal services. (including the acquisition of communal equipment, the improvement of courtyards and public spaces, the elimination of unauthorized landfills), for the repair of public roads of local importance — 1.7 billion rubles.
The deputy chairman added that the planned adjustments to the draft law regarding the planned period of 2026 and 2027 led to an increase in the total amount of revenues and expenses of the republican budget by 427.3 million rubles. and 33.7 million rubles. Accordingly (in 2026-2027, an increase in tax and non-tax revenues is provided by 16.4 billion rubles and 16.2 billion rubles, respectively). The change in the republican budget planned for 2026-2027 is not provided for by the bill.
The implementation of the measures provided for by the bill will ensure the increase in the efficiency, transparency of the formation and execution of the budget of the Republic of Crimea. Along with this, the changes made are aimed at ensuring priority with an increase in the amount of expenses aimed at both the development of the region and the solution of priority and socially significant expenses. First of all, this applies to social benefits, modernization of infrastructure, health and education. And the growth of own income of the republic stipulated by the bill by more than 20 billion rubles directly indicates the development of the economy in the region— Irina Kiviko summed up.
