The Russian Ministry of Finance calculated how many borrowers took advantage of family mortgages

Under the Family Mortgage program, 3 million preferential loans worth 13 trillion rubles have been issued since 2018, said Alexey Yakovlev, head of the financial policy department of the Ministry of Finance, at the XXI International Banking Forum. More than 1 trillion rubles were paid from the budget to compensate for the mortgage rate.
Some of the apartments purchased under the program are investment ones, Yakovlev noted. He is confident that the introduction of the principle of one-time issuance of preferential mortgages is one of the most correct restrictions regarding the program. Currently, a preferential loan can be issued only once under one of the existing programs.
Single issue principle became operational in December 2023. Before the introduction of this restriction, many used preferential mortgages to purchase investment apartments, Yakovlev noted. This has led to an imbalance of supply and demand and an increase in the price gap between primary and secondary housing.
Earlier, the Accounts Chamber spoke about a borrower who took out 26 preferential mortgage loans at once. JV auditors found that almost 115 thousand borrowers received two or more preferential loans totaling 1.1 trillion rubles.
