The Sevastopol City Council reviewed projects for the development of city territories

On February 21, the Urban Planning Council, chaired by Sevastopol Governor Mikhail Razvozhaev, reviewed a number of projects providing for the integrated development of territories in various areas of the city.
The CRT program is designed to streamline development in the city and help Sevastopol resolve the issue of official housing for doctors and teachers. The rules stipulate that the developer is obliged to allocate at least 5% of the total area of premises to the city, as well as provide social infrastructure: build new schools, kindergartens, medical institutions, and sports and recreation complexes. This will not only create comfortable conditions for people, but also provide new jobs– quotes the press service of the Government of Sevastopol Mikhail Razvozhaev.
He noted that the task of the town planning council is to study what the development will look like, what social facilities will appear in the area, and whether transport accessibility will be ensured. If the project is approved, the aesthetic component is considered by another body — the architectural and artistic council. At the same time, Mikhail Razvozhaev especially drew the designers’ attention to the fact that the new development should already comply with the previously adopted design code of Sevastopol.
Also, on behalf of the head of the city, a technical council will appear in Sevastopol, which will be headed by Deputy Governor Alexey Parikin.
The task of the technical council will be to review each project with the involvement of all industry specialists in the field of municipal infrastructure, transport and other areas. This will allow projects to be studied as thoroughly as possible before they are submitted to the town planning council.the governor emphasizes.
During today’s meeting, the town planning council approved the construction of two residential areas in the Sapun Mountain area. The designers provided for the construction of schools, kindergartens, and medical institutions. The project also involves landscaping the area and constructing multi-tier and underground parking lots. Members of the city council suggested that the authors also consider the construction of a sports and recreation complex and a cultural center. After detailed study, the projects of both residential areas will be presented at a meeting of the architectural and artistic council.
In the area of the 6th kilometer of the Balaklava highway, the designers proposed creating a club village: there will be no multi-storey buildings here, only individual housing construction — but the authors were asked to reconsider the layout, since the presented concept is not rational. The project also involves the construction of a school, kindergarten and clinic. The meeting participants agreed that access to social institutions should be available not only to residents of the village, but also to those who live nearby.
On Gogol Street — where the bakery used to be located — they proposed building an apartment building. The plot has been under long-term lease from Invest-Center LLC since 2018. The thoroughly developed project, which was positively assessed by members of the city council, involves, in addition to the construction of a residential building with spacious apartments, the arrangement of commercial premises on the ground floor and underground parking. During the discussion of the project, members of the town planning council received a proposal to transfer the premises on the ground floor to our art school — and thus solve the problem that the developer faces under the KRT program. This issue will be considered jointly with the investor.
In Inkerman, in the area of Pogorelova Street, it was proposed to build three high-rise buildings, as well as equip a sports and recreation complex and organize a built-in kindergarten in one of the houses, and also build a one-story store building. The issue of the retail facility will be further discussed in the future — it is possible that the city will build a kindergarten or a new school instead.
Finally, the designers of the multi-storey building in the area of the car market on Fiolentovskoye Shosse did not include either educational or sports facilities in their project. Therefore, their master plan was sent to the town planning council for revision.
