December 3 is the International Day of Persons with Disabilities. As in most countries, in Russia there are a number of government support measures for people with disabilities, some of which are provided by the Social Fund of Russia.
The fund pays people with disabilities three types of pensions: insurance, state and social.
Insurance pension is assigned if a person with a disability has at least one day of work experience. Today, 2.16 million people receive such a pension. If a person with a disability has never worked and has no work experience, the Social Fund establishes a social disability pension, which is currently awarded to 2.25 million people. It is mainly given to disabled children.
State pension disability benefits are due to those who have become disabled as a result of military service, training or performance of space flights, due to radiation or man-made disasters. Today, 34.6 thousand people with disabilities receive this pension.
Recipients of insurance and social pensions for disability, under certain conditions (availability of pension coefficients and length of service, reaching retirement age), they are transferred to insurance or social old-age pensions, which are assigned in an equal or higher amount.
The right to two pensions at once, old age insurance and state disability pensions, is available to people with disabilities due to military trauma and disabled people of the Great Patriotic War. There are currently 33.7 thousand such pensioners.
The Social Fund assigns almost all disability payments without an application — upon determination of disability. The decision to grant a pension is made within 5 working days after information about disability appears in the register. Extension of the pension also occurs without a statement, after the bureau of medical and social examination uploads information about the re-examination into the register.
In addition to pensions, the Social Fund provides people with disabilities with a monthly cash payment, the amount of which depends on the disability group, as well as a range of social services. It includes medicines and medical products, a trip to a sanatorium and travel on commuter trains. If a person with a disability does not need these services, he can receive all or part of the package in cash. A monthly cash payment is also assigned to people with disabilities without a declaration, from the moment the right becomes available.
The Social Fund also provides people with disabilities with technical means of rehabilitation. Since the beginning of the year, 1.1 million people have received various products through the fund in the form of canes, crutches, supports, handrails, wheelchairs, prostheses, orthoses, orthopedic shoes, absorbent underwear, diapers and much more.
Social Fund payments are provided not only for people with disabilities, but also for those who care for them. For non-working able-bodied citizens caring for disabled people of the first group, such payment today amounts to 1.2 thousand rubles per month. Parents, adoptive parents and guardians of disabled children and disabled children of the first group are paid 10 thousand rubles per month for providing care.
Families who have a maternity capital certificate can use it for social adaptation and rehabilitation of disabled children. The certificate allows parents to reimburse the costs of specialized products, including functional chairs, lifts, adjustable beds, computers, tactile displays, keyboards…
