The Social Fund of Russia provides more than half a million services a year in Crimea and Sevastopol. They are received by pensioners, the disabled, families with children, as well as residents of the peninsula who are eligible for federal support measures.
Since the moment of reunification with Russia, a system of compulsory social insurance has been launched in Crimea, which provides for various types of pension and social payments. Today almost 700,000 Russian citizens receive pensions in the region. Approximately the same number of residents form their future pension. Support measures for federal benefits are provided for 277 thousand people, and almost 200 thousand families received a certificate of maternity capital.
Such indicators were formed following the results of nine years that have passed since the referendum on joining the Russian Federation. As soon as possible after that, branches of the Pension Fund of the Russian Federation were created in two federal subjects of the peninsula.
From the first days of work in the Crimea and Sevastopol, the efforts of the funds were aimed at increasing the level of social protection of pensioners and the timely transfer of all due payments. By decree of the President of the Russian Federation, the pensions of Crimeans for several months, starting from April 2014, were doubled due to a special surcharge, and from January 1, 2015 they were recalculated in accordance with Russian legislation. Then, in April, the first SNILS was issued and the first payer of insurance premiums was registered. Starting from August, employers in the region began to centrally transfer contributions for the mandatory pension and medical insurance of their employees.
By the end of 2014, Crimea and Sevastopol became full-fledged subjects of the country, which made it possible to expand the scope of social measures to support the inhabitants of the peninsula. The implementation of the state maternity capital program has begun. In February 2015, the families were awarded the first maternity capital certificate.
The experience and practices accumulated by the Social Fund in Crimea help to integrate new territories into the Russian social system today. On the basis of the Crimean and Sevastopol branches of the fund, competence centers have been created that help build a social security system in the Luhansk and Donetsk republics, as well as in the Kherson and Zaporozhye regions. Thanks to the work of the Social Fund specialists for Crimea and Sevastopol, thousands of Russian citizens from new regions have already been recalculated and paid in accordance with Russian legislation.
Activities of the Social Fund in Crimea and Sevastopol
- Providing payments to 700 thousand pensioners.
- The average size of the old-age insurance pension received by the majority of pensioners is 18,000 rubles in Crimea. For non-working pensioners — 18.7 thousand, for working — 14.1 thousand rubles.
- The average old-age insurance pension in Sevastopol is 19.2 thousand rubles. For non-working pensioners — 20.2 thousand, for working — 15.3 thousand rubles.
- Since January 2015, the old-age insurance pension in Crimea has increased by 6.5 thousand rubles, from 11.5 thousand to 18 thousand rubles. In Sevastopol, the increase in the old-age insurance pension amounted to 6.6 thousand rubles, from 12.6 thousand to 19.2 thousand rubles.
- Provision of social payments to 277 thousand beneficiaries.
- Maintaining pension accounts for more than 2.5 million people.
- Interaction with 218.6 thousand payers of pension contributions.
- Services in the Crimea and Sevastopol are provided by 26 client offices of the Social Fund.
- Payment of a single allowance for 61 thousand children under 17 and 2.3 thousand pregnant women.
- Payment of a monthly allowance for 80 thousand children from 8 to 17 years old.
- Payment of monthly benefits to 1.9 thousand pregnant women.
- 197 thousand maternity capital certificates were issued.
