The south of Russia is discussing the problem of staffing schools with teachers

The Head of the Republic of Crimea, Sergei Aksyonov, took part in a meeting of the Council of the Plenipotentiary Representative of the President of Russia in the Southern Federal District via videoconference. According to the press service of the Head of the Republic of Crimea, among other things, the event participants considered problematic issues and prospects for staffing state and municipal educational organizations with teachers in the regions of the Southern Federal District.

According to the Ministry of Education of the Russian Federation, the number of teacher vacancies at the beginning of the school year in 2023 in the Southern Federal District amounted to over 2.2 thousand.

Vladimir Ustinov noted the high “turnover” of teaching staff, as well as the low “fixation rate” of graduates of pedagogical universities in educational organizations.

At the same time, Vladimir Ustinov recalled that the task of creating additional motivation and prospects for specialists in order to attract them to work in educational organizations was set by President Vladimir Putin.

Following our meeting, I ask the regional heads to analyze in detail the current situation with school staffing, develop and implement a set of additional measures to improve it. I ask the Russian Ministry of Education to provide methodological assistance to the regions— said the Presidential Envoy to the Southern Federal District.

In turn, Sergei Aksenov reported that the total number of teaching staff positions in the Republic of Crimea is 26 thousand units, including 21,829 teacher positions. At the same time, the training of teaching staff in the Republic is carried out by two universities.

This year, the graduation rate in pedagogical fields will be 1,317 people, of whom 785 people plan to find employment. Of these, 381 are teachers, 213 are in other pedagogical specialties,” said the Head of Crimea.

He also informed about the support measures provided to Crimean teachers. Thus, annual one-time financial assistance is paid to pay for rent and travel to the place of work for teachers with up to three years of work experience working in rural educational organizations. From 2021 to 2023, 148 specialists received it. 1,175 specialists receive a monthly additional payment to young specialists in the amount of 5.7 thousand rubles.

In addition, 14 thousand specialists are provided with compensation for the costs of paying for residential premises, their heating and the provision of electricity to teaching staff living and working in rural areas.

In Crimea, the implementation of the “Zemstvo Teacher” program also continues, with a total of 102 winners. In 2024, 5 vacant positions have been identified for participation in the program.

As Sergei Aksyonov informed, a municipal bonus is provided for young specialists who are starting to work in their specialty for the first time in the amount of 3.3 thousand rubles in 23 municipalities of the republic and 5 thousand rubles in the cities of Simferopol and Yalta. The payment is set for 931 teachers.

A number of municipalities have approved social support measures in the form of providing teachers with free use of land plots and office residential premises. To date, 10 apartments and 14 land plots have been provided.

In addition, bonuses from the State Council of the Republic of Crimea and the Council of Ministers of the Republic of Crimea are paid annually.

Sergei Aksyonov emphasized that the issue of staffing Crimean schools with teachers is one of the priorities.
