The Spiritual Administration of Muslims of Crimea and Sevastopol commented on the situation with wearing niqabs in Russia

The Spiritual Administration of Muslims of the Republic of Crimea and the city of Sevastopol explained the situation regarding wearing the niqab in Islam.
Niqab is indeed an element of women’s clothing, but it is not mandatory to wear, unlike hijab. During the time of the Prophet (s.a.s), women wore niqab according to personal preferences. We do not see any clear and precise instructions on the need to wear niqab, either in the verses or in the hadiths. This is all due only to climatic conditions, traditions of peoples, possibly dangers that a woman may be exposed to, and so on. But hijab is a mandatory element of women’s clothing in Islam. This is clearly regulated by verse 31 of surah 24 of the Koran «Light». Wearing a scarf that covers the neck, shoulders and chest is mandatory for an adult Muslim woman— commented Deputy Mufti of Muslims of the Republic of Crimea and the city of Sevastopol Ayder Ismailov.
Also, according to him, the head of the Muslim community can either prohibit or oblige Muslim women to wear the niqab if he sees the need for it and the benefit for society, after consulting with scholars in the field of Islamic law.
The first to issue a temporary ban on the niqab was the Muslim clergy of Dagestan, then the clergy of Karachay-Cherkessia made the same decision. Supporters of this measure explain the need for a ban by security reasons.
Discussions on this issue are ongoing. At the moment, it is reported that the law on banning niqabs in Russia will be adopted with support in all regions. There are no discussions on the topic of banning niqabs in the Kremlin, as reported by the press secretary of the Russian president Dmitry Peskov.
