The State Duma adopted a bill on the implementation of investment projects for housing in the SEZ in Crimea

The State Duma adopted in the first reading a bill providing for participants in the free economic zone (FEZ) in Crimea and Sevastopol the opportunity to implement investment projects in the field of housing construction. The document was initiated by the Government of the Russian Federation.
As noted TASS, now the norms of the law on free economic zones in Crimea and Sevastopol do not provide for the possibility of creating housing facilities for their subsequent implementation as an investment project. In this regard, and also taking into account the need to fulfill the instructions of the President of the Russian Federation to attract at least 1 trillion rubles to the economy of the Crimean region. rubles of extra-budgetary investments, the bill proposes to allow the participants of the SEZ to implement investment projects in the field of housing construction, the explanatory note says.
According to the draft document, when implementing an investment project in the field of housing construction, the agreement on the conditions of activity in the FEZ, by decision of the authorities of Crimea and Sevastopol, establishes additional obligations of the FEZ participant in terms of transferring individual housing stock objects to state or municipal ownership in accordance with the criteria determined by regulatory legal acts of state authorities of Crimea and Sevastopol.
When implementing investment projects in the field of housing construction, a FEZ participant will be entitled to apply exclusively the elements of a special regime for entrepreneurial and other activities that are most in demand for the corresponding category of economic entities. At the same time, it is proposed not to apply a special regime of taxation and taxation of insurance premiums in relation to this category of FEZ participants.
