The State Duma adopted in the first reading a bill on “nalivayki” in apartment buildings

The State Duma adopted in the first reading a draft law on the right of constituent entities of the Russian Federation to establish a ban on the retail sale of beer and mead in apartment buildings.
The corresponding initiative provides for changes to federal law 171-FZ.
Taking into account regional characteristics in the field of retail sale of alcoholic beverages in the provision of public catering services, it is proposed to give the constituent entities of the Russian Federation the right to establish by their laws “a ban on the retail sale of beer and beer drinks, cider, poire, mead at one place with the retail sale of such products in the facilities public catering, including those located in apartment buildings and (or) in adjacent areas.”
Also, entities will be able to establish requirements for the retail sale of beer and beer drinks, cider, poire, mead when providing catering services only in such public catering establishments as restaurants, bars, cafes, buffets.
In addition, it is proposed to transfer to the jurisdiction of the regions the right to introduce “restrictions on the time of retail sale of alcoholic beverages when providing public catering services in public catering facilities located in apartment buildings and (or) in adjacent areas.”
In order to prevent a repetition of the situation associated with mass poisoning of the population in a number of constituent entities of the Russian Federation with surrogate alcoholic products «Mister Cider», it is proposed to legally prohibit: the production of alcoholic products with the addition of ethyl alcohol, unless this is provided for by the legislation of the Russian Federation or the requirements of state standards and technical regulations.
The bill provides for a ban on “the production of beer drinks from purchased beer.”
The initiative proposes to prohibit “the use in the name of alcoholic products of information that can mislead consumers of such products regarding its nature, composition, and medicinal properties.”
Earlier, Chairman of the State Duma Vyacheslav Volodin noted that “order in this area needs to be restored as quickly as possible,” since due to the activities of the “nalivaks,” “people often cannot live calmly and comfortably in their homes.”
According to Volodin, “the prepared initiative is aimed at: preventing cases of production and trade in low-quality alcoholic products; to prohibit the operation of “nalivoks” at night.”
The authors of the draft law were a large group of State Duma deputies, in particular, the first vice speaker of the lower house Alexander Zhukov, vice speaker Pyotr Tolstoy, deputy Nadezhda Shkolkina, as well as a number of senators.
