The State Duma of the Russian Federation adopted a law on free land for individual housing construction for workers

Deputies of the State Duma RBC Real Estateadopted in the third reading a law that expands the opportunities for Russians working professions to receive free state and municipal land for individual housing construction (IZHS) or personal subsidiary farming (LPS).

The adopted law gives the right to the regions to determine the lists of working professions that are entitled to receive a land plot for free. In five years, such workers will be able to register the land for free. The explanatory note stated that this law would help reduce the outflow of population from small towns and villages, as well as accelerate the pace of individual housing construction and the socio-economic development of these territories as a whole.

Under current federal legislation, large families, young professionals, Heroes of the Soviet Union and Russia, Heroes of Socialist Labor and Labor, holders of the Order of Labor Glory and some other categories already have the right to receive free land for individual housing construction or private household plots. At the regional level, such a benefit applies to orphans, the disabled, liquidators of the Chernobyl accident, and a number of other categories.

In the summer of 2022, Russia launched a pilot preferential mortgage program for the construction of private residential buildings on its own, without a contract with professional developers. The government believes that the launch of a new preferential mortgage program will allow more Russians to improve their living conditions. As a pledge, you can take the land plot on which construction is planned, and the house after its construction. An important condition is the completion of construction within a year from the date of conclusion of the loan agreement.
