The State Duma offers to introduce a zero rate on IZHS for young families

Young families with children were offered to issue mortgage loans for the construction of private houses at 0% per annum. Such an initiative was made by the head of the LDPR faction in the State Duma Leonid Slutsky, reports RIA Novosti.
It is impossible to live normally in a “human man” in a large large family. This is against human biology. In rural areas or where the private sector dominates, the birth rate is 15-30%higher. This is almost an axiom— said the parliamentarian.
In his opinion, it is necessary to revise approaches and develop low -rise and cottage settlements with an accessible mortgage.
This is direct support for large families in the present and future— concluded Leonid Slutsky.
Dmitry Scholkov, General Director of Armada Group of Companies, believes that this initiative is an important and timely step for families with children who are often available only compact apartments with a small area. He stated this in a conversation with the correspondent of Cyan. Journal.
In addition, in his opinion, a similar program can be the beginning of a revival of a huge number of small settlements.
At the same time, it is important to understand that bitter realities are hiding behind a beautiful idea. All previous steps were aimed only at tightening requirements for state programs. The rural mortgage experienced permanent suspensions, growth in bets and reduction of territories that meet its requirements. Plus, on family mortgage, territorial restrictions are expected in the near future— the speaker recalled.
The chances of implementing the initiative, according to Dmitry Scholkov, exist, but systemic changes are unlikely.
Symbolic steps in the form of pilot programs in certain regions are possible, but it is likely that the initiative will ultimately either be “washed off” or replace subsidies. For a real effect, you need a set of measures: simplifying the allocation of lands, creating infrastructure in villages without roads and communications, the ability to use maternity capital when buying land, ”the specialist continued.
He also added that the key conditions for the implementation of the initiative will be fixed by a separate budget article for 2026 and the active position of the regions interested in preserving the population.
However, even with the successful adoption of the law, calls will remain in the form of possible tightening credit conditions by banks and bureaucratic difficulties when allocating lands. Without deep transformations in this area, benefits risk remaining a point measure that does not solve systemic problems— summed up Dmitry Scholkov.
The head of the Hallehouse construction company Vyacheslav Kotlov is sure that the zero mortgage rate is an excellent market for the market.
Of course, such a bill would contribute to the growth of demand for IZHS, would increase the variability of opportunities for people who want to build a house, but are forced to compromise with their desires — to reduce the area of the object, and often save on quality, since the construction of the “Dream House” does not meet the capabilities of the family budget at all— said the developer.
According to him, there are already several seasons in the market trends — compact houses who choose not only young families, but also families with two or more children, as they try to fit into the existing budget, including mortgage.
The zero rate will help to move away from excessive optimization and build houses “in size” and “according to your pocket”. There is only one question — to whom such a mortgage will be available. Probably, the law will have a number of conditions that will cut off a wide segment of the audience from the possibility of obtaining preferential conditions— concluded Vyacheslav Kotlov.
