The State Duma spoke about the new duties of apartment owners

The new rules that concern privatized housing will begin to apply on September 1. The owners of the apartments will have to enter information about persons who have an unlimited right to reside in the apartment in the Unified State Register of Real Estate.
Amendments were made to the legislation after the Constitutional Court revealed legal uncertainty regarding the status of former members of the owner of the owner. Because of it, in some cases it was difficult to protect the interests of conscientious real estate buyers. The law “On State Registration of Real Estate” introduced amendments obliging the owners to indicate information about such residents in the USRN.
The deputy explained what kind of data should be entered in the register. This is information about the persons who retain the right to use housing as a result of privatization or on the basis of other documents, including the order or court decision. This will reduce the number of court disputes and help to avoid cancellation of registration of property rights.
Transactions with objects in respect of which there is such a note in the USRN require the consent of all persons who have the right to perpetual residence. This consent should be notarized. Gavrilov emphasized that this right is especially important for mortgage transactions, since banks should take into account all legal risks. Any potential buyer of the apartment will be able to see in advance who has the right to permanent residence. At the same time, the sale of such an apartment will be possible only with a notarized consent of all legal residents.
