The State Duma supported the draft law on preferences for housing developers in Crimea

The State Duma Committee on Economic Policy supported the adoption in the first reading of a bill that allows developers in Crimea to take advantage of a number of preferences for participants in the Crimean Free Economic Zone (FEZ). The project is scheduled to be submitted for consideration by the Duma on June 13. Writes about it RIA News.
The document was submitted by the government and is aimed at supporting investment projects for the construction of housing within the Crimean SEZ. The adoption of the law will contribute to the achievement of the goals and objectives of the state program «Socio-economic development of the Republic of Crimea and the city of Sevastopol», as well as the fulfillment of the instructions of the President of Russia Vladimir Putin to attract at least 1 trillion rubles of extra-budgetary investments to the economy of the Crimean region.
The President set the task of seriously increasing the flow of private investment to the Crimean Peninsula, creating more comfortable and convenient conditions for businesses that want to work there, Russian Prime Minister Mikhail Mishustin noted earlier. At the same time, according to him, one of the most effective tools for attracting investors is the free economic zone created there. For 1 ruble of benefits provided to its participants, there are more than 3 rubles of private capital investments.
The bill extends some preferences of the Crimean FEZ to investment projects in the field of housing construction. We are talking about preferences in urban planning and land use — it will become easier for developers to select and receive land for building houses, the Prime Minister explained. The special regime of taxation and taxation of insurance premiums, according to the explanatory note, is proposed not to be applied to developers.
At the same time, additional obligations of developers can be prescribed in the contracts. The authorities of Crimea and Sevastopol will be able to oblige them to transfer part of the constructed fund to state or municipal ownership. They will also determine the criteria for the transfer of the relevant objects. Such apartments will be provided primarily to beneficiaries.
