The tax regime for self-employed will continue to apply until 2028

Tax regime for Russians, issued self-employment will remain the same until 2028. This was stated on May 23 by the head of the Ministry of Finance of the Russian Federation, Anton Siluanov, at parliamentary hearings in the State Duma on improving tax legislation in Russia.

The minister noted that while maintaining tax rates, the Ministry of Finance will develop new support measures for the self-employed and is open to proposals from the State Duma on this topic.

He added that his ministry is not considering any changes in the taxation of micro-businesses and dividend payments.

Earlier, on April 19, the Ministry of Labor reported that from 2026, self-employed people will be able to make voluntary contributions to the Social Fund in order to receive benefits in case of illness. A bill enshrining such an innovation is under interdepartmental consideration. The ministry presented this initiative back in 2022; it provides for the dependence of the amount of payments for temporary disability on the insurance period of the self-employed and the amount of contributions. Currently, only individual entrepreneurs can contribute funds for sick leave.

Later, on May 21, a survey of digital flexible employment platform Ventra Go! showed that 64.4% of the self-employed previously worked for hire, but left it because it became interesting to work for themselves (38% of respondents), did not like the work schedule (31%) or its payment (30%). 43.5% of respondents indicated that they did not leave the state, but registered self-employment for the sake of part-time work and additional income.
