The head of the traffic police, Mikhail Chernikov, said that from December 1, inspectors will not fine drivers for the lack of “winter tires.” He clarified that the use of all-season tires is possible at any time of the year. Moreover, in a number of regions (Crimea — ed.) there is no icy roads (sometimes it happens in Crimea — ed.) and winter tires are not required there at all.
State Traffic Inspectorate employees will not fine or punish anyone. Each vehicle owner must prepare his car himself so that he can safely drive on the roads in certain winter conditions.said Mikhail Chernikov.

Nevertheless, according to the “letter of the law”, for the lack of “winter tires” a warning or a fine of 500 rubles is provided. (Part 1 of Article 12.5 of the Administrative Code).
