There are not many few: the number of bank cards per person can limit

The Bank of Russia and relevant departments are discussing the issue of limiting the number of bank cards per person, said the head of the Department of National Payment of the Bank of Russia Alla Bakina at the financial congress.
Earlier, such a proposal was made by the head of the Bank of Russia Elvira Nabiullina. According to her, a possible restriction will not violate the rights of bona fide citizens, but it will allow you to overcome the “fan production” of cards and will positively affect the fight against drops.
As Alla Bakina noted, at the moment the Bank of Russia is assessing the needs of an average resident in several bank cards — this is “while the task is not easy,” she notes.
On average, probably, in 85% of the citizens of our country, the number of cards does not exceed 4-5 in one bank … Therefore, when we accept and give recommendations on restriction, we will probably rely on these numbers,— Bakina explained, she is quoted by RIA Novosti.
At the same time, the regulator considers the option of limiting only the total number of cards per person. “Here are different approaches. After all, you can not give two numbers, but in general one value, and a person will decide for himself, in one he will do this or in several, ”she concluded.
The introduction of restrictions can seriously complicate the life of droppers, says State Duma deputy, member of the Inform Policy Committee, the federal coordinator of the Digital Russia party project Anton Nemkin.
Attackers are forced to resort to the services of intermediaries — drops — for a troubled withdrawal of funds. Today, such cashing schemes are indeed put on stream. According to Sberbank, about 2 million droppers are currently operating in Russia. At the same time, according to “Inform Prisode”, in total, since 2023, from 8 million to 12 million people to transit or cash out stolen money to 12 million people. Limiting the number of cards will complicate the scheme — scammers will lose the opportunity to create an extensive network of cards for the distribution and withdrawal of funds— the deputy believes.
In international practice, approaches to this issue are different, notes Nemkin.
In most countries, there are no legislative restrictions on the number of cards, but there are strict systems for identifying customers and checking their solvency. Nevertheless, in Kazakhstan, since January 2025, individuals are allowed to have no more than five cards in one bank, and the total number of cards should not exceed three in three banks without additional verification. Singapore uses a more flexible system, where the number of cards depends on the type of client and his financial profile. Domestic regulators, judging by the measures discussed, are trying to find a balance between the consumer’s comfort and the need to counteract financial crimes— said the deputy.
The establishment of restriction is unlikely to at least somehow affect the comfort of citizens, says Nemkin.
If the restriction is reasonable and based on statistics, it will not affect conscientious customers. But it will create an additional barrier for dropper and complicate the mass production of cards on dummies — that is, it will help to narrow the space for shadow operations— concluded the deputy.
