The State Duma did not support a bill in the first reading prohibiting the hostels in apartment buildings.

According to the current legislation, hostels are prohibited from opening apartment buildings in residential premises. This ban does not apply to non -residential premises on the first floors of high -rise buildings.

The placement of hostels in non -residential premises of apartment buildings increases the load on communication, the authors of the bill note. In addition, the guest guests use the house territory, children’s and sports grounds, which creates inconvenience for residents. The placement of hostels in apartment buildings leads to social tension and reduces the level of security of citizens and the quality of life, the explanatory note to the bill says.

The authors of the initiative proposed amendments to Art. 17 Housing Code. However, the document received negative reviews. The housing rights commission said that mini-hotels are less harmful to communications than retail premises on the first floors of residential buildings. In addition, hostels have a separate entrance and do not interfere with movement. The commission emphasized that the rules for the use of non -residential premises cannot be regulated by housing legislation. The bill was rejected.

Recall that in 2019 they banned the use of apartments in multi -storey residential buildings as hostels. In an apartment building, you can open a hotel or hostel only if you transfer the placement to the non -residential fund.
