They say that Russians may not pay for housing and communal services… Is it true?

CrimeaPRESS reports:

Messages are being spread on social networks that Russian citizens have the right not to pay for housing and communal services. The message refers to Resolution No. 1498 “On invalidating certain acts of the Government of the Russian Federation,” which renews the force and effect of the resolution of the Council of Ministers of the RSFSR dated September 25, 1985. The publication also states that payment for housing and communal services for citizens has been canceled and assigned to the Russian Federation for federal budget.

Aif.ru within the project «Noodle Media»aimed at exposing false information, I became convinced that this was not the case at all.

Decree of the Government of the Russian Federation dated 09/06/2021 No. 1498 “On invalidating certain acts of the Government of the Russian Federation” previously canceled Resolution No. 25. At the same time, by order of the Ministry of Construction of Russia dated 05/14/2021 No. 292/pr, new Rules for the use of residential premises were approved.

The new rules did not affect the requirements for owners — individuals, but only legal entities that are owners of premises. Otherwise, the new rules repeat the provisions of the Housing Code and other housing laws.

Order of the Ministry of Construction of Russia dated May 14, 2021 No. 292/pr “On approval of rules for the use of residential premises” came into force on March 1, 2022.

What about the requirement to pay utility bills?

No one canceled the demand for payment. According to Article 153 of the Housing Code of the Russian Federation, citizens and organizations are obliged to pay for residential premises and utilities on time and in full. This applies to tenants, members of housing cooperatives, owners and developers.

By virtue of Part 11 of Art. 155 of the Housing Code of the Russian Federation, non-use of premises by owners, tenants and other persons is not grounds for non-payment of payment for residential premises and utilities.

If no one is registered or living in the apartment, the owner of the property is obliged to pay utility bills in full.
