They want money: the authorities predicted an increase in tariffs for housing and communal services until 2027

From July 1, 2025, payments for housing and communal services will increase by an average of 11.9%, as follows from the forecast of socio-economic development for 2025–2027. Then price growth will slow down. The document was submitted to the State Duma along with the budget package.
In 2025, payments will be indexed depending on the rate of change in gas and electricity prices and projected inflation. When approving tariffs for 2025–2027, additional costs for investment projects to modernize utility infrastructure will also be taken into account. Taking these factors into account, the average increase in payments for housing and communal services in 2025 will be 11.9%. In 2026, housing and communal services prices will rise by 5.4%, in 2027 — by 4.8%.
Electricity tariffs are expected to increase by an average of 12.6% from July 1, 2025, by 5.2% from July 1, 2026, and by 4% from July 1, 2027. Gas tariffs will increase by 10.3% from July 1, 2025, by 4.3% from July 1, 2026, and by 4% from July 1, 2027.
Traditionally, utility tariffs are indexed on July 1.
