This year the Crimean parliament plans to consider 51 bills

At a meeting of the Presidium of the State Council of the Republic of Crimea, the head of the legislation committee, Sergei Trofimov, presented a long-term plan for legislative work in 2024 and spoke about the proposed bills. At the suggestion of subjects of legislative initiative, the Crimean parliament plans to consider 51 bills this year, in particular:
— on the creation of additional conditions for the development of entrepreneurial activity of disabled people, including in terms of establishing the priority right to provide a trading place, which is planned to be provided to disabled combatants of groups I or II who have become disabled due to a wound, contusion, injury or illness received while performing official duties -combat missions or participation in hostilities during a special military operation;
— voluntary (volunteer) activities, regarding support for the movement from the republican authorities;
— provision of land plots in republican or municipal ownership, and some issues of land relations in terms of extending the deadline (until the end of 2024) for the possibility of submitting an application for lease without holding a tender of a land plot with a type of permitted use, providing for the possibility of placing storage garages vehicles of citizens, within the boundaries of which there are garages erected by members of the garage cooperative before the entry into force of the Federal Constitutional Law (currently until March 1 of the current year).
In addition, as Sergei Trofimov reported, it is proposed to include two initiatives: to amend Article 8 of the Federal Law “On the Turnover of Agricultural Land” and Article 34 of the Federal Law “On Viticulture and Winemaking.”
It should be noted that since 2023, a new guideline has appeared in the legislative work of our parliament — coordination of the legislative activities of new subjects of the Russian Federation within the framework of the Working Group created under the Commission of the Council of Legislators on the integration of new subjects into the legal system of the Russian Federation. We keep this issue under special control and will promptly provide methodological assistance to our colleagues from new regions both in organizing their internal legislative work and in interacting with the Federal Assembly in terms of preparing legislative initiatives. In particular, work is already underway to finalize the legislative initiatives of the People’s Council of the DPR on amending federal legislation“, concluded the parliamentarian.
He also clarified that in 2023, 81 bills were planned for consideration by the State Council of the Republic of Crimea. At the same time, based on the results of legislative activity, 130 bills were introduced, of which 117 were adopted.
