Training of managers from new territories of the Russian Federation started at SevSU

The advanced training program «Modern public administration: theory and practice (linear level)» for managers from new territories, persons holding positions in public authorities of the Donetsk, Luhansk People’s Republics, Zaporozhye and Kherson regions has started at Sevastopol State University.
The program is designed primarily for managers. Today’s flow, which opens Sevastopol, is line-level managers: representatives of local self-governmentI and subordinate organizations. Our task is to give basic concepts about the state structure, the structure of public authority, how local governments work in the Russian Federation, using examples and with the involvement of existing experts., — the press service of the university quotes the director of the program of the Scientific and Educational Center for the Exchange of Best Practices in Public Administration and the Formation of the Investment Climate in the Subjects of the Russian Federation, GSSU of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA) Dmitry Yagodkin.
According to the presidential decree on training personnel for new territories, the program is being implemented by the RANEPA jointly with Sevastopol State University, Crimean Federal University and Luhansk State University.
The most important task of training is cooperation with regions that have either gone through such a transformation themselves, such as Crimea and Sevastopol, or have been actively involved in the work on the transformation since 2014 and continue to do so.
We are very pleased that such an important educational program is taking place at our university. Sevastopol and the Republic of Crimea are subjects that have already passed reintegration into the Russian Federation. Our teachers will acquaint not only with theory, but also in practical terms will show the main vulnerabilities, difficulties that will have to be faced, — Vladimir Nechaev, rector of SevGU, addressed the audience.
The program will train 3700 participants. Sevastopol will receive 870 people — representatives of the administrative staff of local governments and subordinate institutions.
The training consists of three modules. The first one will last three days and includes about 40 academic hours: 12 or more academic hours per day. The second, remote, module will last four weeks. On the third, full-time, the participants will return to SevSU again.
Practice orientation our program is obvious. Already today in the afternoon we will knowmess with the work of the municipality. The SevGU City Development Institute, which works with this municipality, will present the project they implemented together. Tomorrow the schedule includes classes with the head of the multifunctional center (MFC). Also MFC will assist training participants in obtaining documents and plans to make an outreach office at SevSU, — said the director of the Institute of Additional Education of SevGU Maria Bolshakova.
