Training of members of election commissions continues in Sevastopol

On February 25, 2024, a seminar was held at the Territorial Election Commission (TEC) of the Balaklava region for the chairmen and secretaries of the newly formed precincts. The event was attended by chairmen of precinct commissions of the Balaklava region. Secretary of the Sevastopol City Election Commission Ekaterina Pyrkova spoke about the features of the upcoming voting procedure.
Members of precinct election commissions (PECs) reviewed such important issues as the use of modern technologies in the electoral process, including the Mobile Voter mechanism, organizational and documentation work of TECs and PECs.
During the training, special attention was paid to special cases when working with the voter list on voting days. The workshop participants studied situations that may arise at the sites and determined an algorithm for their actions.
A special case is any non-standard situation related primarily to the absence of a person on the lists,” explained Ekaterina Pyrkova. — At such a moment, the voter who comes to the polling station becomes nervous and worried. And the PEC members should reassure him and check as quickly as possible whether he is on the exclusion registers or among the unaccounted voters, or whether he has previously absented himself from the polling station. In addition, special cases include situations when a person cannot sign for a received ballot, or asks to be issued a new ballot to replace a damaged one. The task of the election commission is to quickly, legally and psychologically correctly resolve the issue and provide the voter with the opportunity to fulfill his civic duty.
In addition, as part of the training, we reviewed the procedure for preparing ballots for voting. In Sevastopol, the circulation of ballots is 333,900: all of them will be produced for voting using a complex for processing ballot papers (KOIP), which is provided to all 187 polling stations in Sevastopol.
At the end of the training seminar, its participants discussed the operational situation regarding the implementation of the InformUIK targeted voter notification project in Sevastopol.
Let us recall that previously members of the newly created precinct commissions of the Gagarinsky district underwent similar training. In total, 140 members of the newly formed precinct commissions updated their knowledge in Sevastopol.
