Two new hospitals in Sevastopol should be completed in 2025

On October 24, the Governor of the city of Sevastopol, Mikhail Razvozhaev, held an offsite meeting at the construction site of the medical cluster. An emergency medical hospital (EMS) and a multidisciplinary treatment and diagnostic building of an oncology dispensary are being built on Kamyshov Highway. Both institutions are being built within the framework of the state program for the socio-economic development of the Republic of Crimea and the city of Sevastopol. The customer is the Unified Directorate of Capital Construction, the general contractor is RT-SotsStroy LLC.
According to the project, both medical institutions will include five buildings. They will house emergency departments, operating rooms, inpatient facilities, diagnostic and laboratory services, as well as catering units. Currently, about 170 people work at the facilities; Tower cranes have appeared on the sites; in the near future the contractor will increase the number of workers, due to which the pace of construction will increase.
According to Mikhail Razvozhaev, construction is still lagging behind, which was caused by lengthy adjustments to projects and revision of estimates due to a significant increase in the price of building materials. By now, the governor emphasized, these works have been fully completed, and the cost of contracts will no longer be revised.
Both hospitals are due to be completed in 2025. This means that all construction and installation work must be completed in 2024, then medical institutions will be equipped with equipment and will begin accepting patients. Today, the general contractor and subcontractors at both sites confirmed that these deadlines are realistic. Therefore, a real schedule will now be drawn up with a countdown so that we reach completion of construction by the end of 2024. If the schedules are violated, this means that measures will be taken against the contractors, up to and including revising the agreement and terminating the contract. I hope this will not happen, because we have already come a long way with RT-SotsStroy LLC, and today the company already has all the opportunities and conditions to effectively do the work and build two long-awaited hospitals,” the press service of the Government of Sevastopol quotes Mikhail Razvozhaev.
According to the project manager of RT-SotsStroy LLC, Mikhail Shevchenko, today the facilities are at the stage of completing the construction of the basement floors, this work is 70% completed. The general contractor plans to speed up the pace by increasing the number of workers.
Next, we move on to the walls, floors, and at the same time we will be engaged in architecture and installation of engineering equipment. Due to the reduction in time, it is planned to involve a larger number of people than stated in the project documentation: up to 250 people will be involved in monolithic work, and during the peak period, when the construction part, finishing work and installation of engineering equipment will take place, it is planned to involve up to 400 peoplenotes Mikhail Shevchenko.
Mikhail Razvozhaev ordered the creation of a headquarters in the medical cluster under construction, which will include representatives of the Unified Directorate of Capital Construction, the Department of State Construction Supervision and Expertise of the City of Sevastopol and the federal autonomous institution RosKapStroy, which supervises the work. Mikhail Razvozhaev emphasized that the creation of a headquarters is necessary to quickly resolve issues and eliminate bureaucratic delays.
This is a 2021 contract, and while the documentary and financial issues with the rising cost of building materials were being resolved, the deadlines were already delayed. Now all the nuances have been taken into account, and now neither the customer nor the contractor can have any relaxed attitude.
