Payment from maternal (family) capital funds is assigned provided that the average per capita income in the family does not exceed two subsistence minimums in the region of residence. In Sevastopol, this amount is 31,524 rubles. In this case, the family’s property security, as well as the official employment of the parents, are not taken into account.
To understand whether a family is entitled to the payment, it is necessary to divide the total amount of family income for 12 calendar months by the number of family members, including the newborn child, and then divide it again by 12. If the resulting amount is less than twice the subsistence minimum, the family has the right to receive a monthly payment. The payment is established for 12 months, but not more than until the child reaches the age of three. If there are several children under the age of three in the family, the payment can be issued for each of them. The amount of the child benefit depends on the region of residence and is equal to the subsistence minimum for children on the date of application. You can apply for a monthly payment at any time within three years from the child’s date of birth. If you apply no later than the child’s first six months, the benefit will be paid for the entire period, starting from the month of birth. In other cases — from the month of application.
To extend the payment for another year, the application can be submitted after the end of the initial term or in the last month of the period for which it is assigned. In this case, the benefit will be assigned from the month following the month in which the payment is terminated, i.e. it will be paid without interruption.
The application can be submitted on the public services portal, at the MFC or at the client service of the Sevastopol branch of the SFR. If a positive decision is made, the funds are transferred within 5 working days. Subsequent transfers are made on a single day (the 5th of each month) for the previous one.
