Vladimir Putin signed a decree on granting citizenship to Ukrainians who left Crimea before March 2014

Russian President Vladimir Putin signed decree, allowing Ukrainians who lived in Crimea and Sevastopol before March 2014 to obtain Russian citizenship in a simplified manner. The published document brings the previously existing norms in the Russian Federation into compliance with the law “On Citizenship of the Russian Federation” that entered into force in October 2023.
Since May 2019, Russia has had a simplified procedure for obtaining citizenship for Ukrainians who lived in Crimea and Sevastopol before March 2014. It was established by presidential decree, which for these persons abolished the requirements of certain paragraphs of the citizenship law in force at that time. At the end of October 2023, a new law on citizenship came into force in the Russian Federation. The current decree gives Ukrainians who left Crimea and Sevastopol before March 2014 the right to be admitted to Russian citizenship in a simplified manner in accordance with the provisions of the new law.
In addition, according to the signed decree, the right to obtain Russian citizenship in a simplified manner are citizens of Afghanistan, Iraq, Yemen and Syria who were born on the territory of the RSFSR and were citizens of the USSR, as well as persons who were subjected to illegal deportation from the territory of the Crimean Autonomous Soviet Socialist Republic.
The simplified procedure also applies to Ukrainians and stateless persons who have a temporary residence permit in Russia, a residence permit, a certificate of temporary asylum, a refugee certificate or a certificate of a participant in the state program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad who have been permanently residing in certain areas of the Donetsk and Lugansk regions of Ukraine as of April 2014, as well as for their children, spouses and parents.
The period for consideration of applications for admission to Russian citizenship from stateless persons and the specified categories of foreign citizens will be no more than three months.
