Vladimir Putin signed the updated basic law “On employment in the Russian Federation”

Russian President Vladimir Putin signed a new version of the basic law “On Employment in the Russian Federation.” The document was published on the official portal legal information. It defines the legal, economic and organizational foundations of state policy in the field of employment. The law introduces or corrects some concepts, including “employment” and “self-employment”. The status of citizens who can be considered employed or unemployed is also clarified.
As one of the authors of the amendments, Vice-Speaker of the Federation Council Inna Svyatenko, previously noted, the law permanently enshrines measures aimed at promoting youth employment. Financial incentives have been added for employers who employ such citizens.
The law establishes a new procedure for obtaining unemployed status. Now people who are looking for work, registered with employment services and ready to start work will be recognized as such. The decision to recognize a citizen as unemployed will be made by the departments of the region in which he is registered. If the employment authorities cannot provide a person with suitable work within 10 days from the date of registration, then he will be considered unemployed from the first day of filing the application.
Special emphasis is placed on unemployment prevention. Employment services will help not only the unemployed, but also those who, having a job, are looking for better conditions. Special support will be provided to employees at risk of dismissal, pre-retirement workers, former participants in special military operations and members of their families.
The list of criteria used to determine a job suitable for a person has been expanded. The selection will take into account not only the salary, but also experience, form of employment, distance of the workplace from the place of residence, life situation, and health restrictions. The amount of minimum and maximum unemployment benefits is fixed. It is subject to annual indexation.
The new version of the law contains a separate chapter aimed at combating illegal employment. This means working in violation of the procedure for formalizing labor relations.
To combat illegal employment, the Government of the Russian Federation will approve an action plan and also develop measures to combat it. Executive authorities in the regions will create interdepartmental commissions, and the procedure for their formation will be established by the Cabinet of Ministers.
The main provisions of the new law will come into force on January 1, 2024.
The document was submitted to the lower house of parliament in January by a group of deputies and senators led by State Duma Chairman Vyacheslav Volodin and Federation Council Chairman Valentina Matvienko. As Volodin previously noted, “the adoption of a new employment law is long overdue,” since the previous version was developed 30 years ago, since then “fundamentally different forms of employment, other challenges and problems have appeared.”
