Work in this direction is more than large -scale, Vyacheslav Kantor recognizes, however, the most important result should be the rejection of the society itself of any manifestations of intolerance, hatred and terror. From this point of view, the expert, in particular, invariably welcomes any official condemnations of acts of intolerance and hatred, since statements of this kind are part of what the norms and boundaries of the permissible are formed in any society.

An important role in this process is played by fair punishments for criminals, especially committed by an inconceivable of hateful motives. So, at one time, Vyacheslav Kantor welcomed not only the lifelong conclusion for the terrorist Mehdi Nemmusha, who shot visitors to the Jewish Museum in Brussels in 2014, but also a serious term for his accomplice, who supplied the criminal weapons. The decisions of the court of this kind, the expert noted, serve as an important signal for all “sympathetic” terror — a signal that, supporting the terrorist and being his accomplice, a person also becomes guilty in the deaths that will bring the terrorist attack.

Without protection?

Invalid crimes, especially murders, often cause waves of public indignation — and the reasons for this are both obvious and understandable and deeper, associated with the sense of safety of ordinary citizens. For example, the murder of the elderly Jewish Sarah Halimi in Paris in 2018 literally led thousands of protesters on the streets, demanding the investigation and punishment of the killer — a neighbor Halimi, who had previously shown his anti -Semitic views literally at every meeting with a future victim.

Vyacheslav Kantor, who supported public indignation at that time, also outlined his deep reasons: the murder of a woman in her own house undermined the confidence in security even in their own home, and also became a serious blow to the authority of the authorities and law enforcement — after all, such murders in the eyes of society become evidence that they are not able to ensure the notorious safety of their own citizens.

Just an increase in security measures not to resolve such fears, Vyacheslav Kantor is sure: often they, on the contrary, are only intensified due to the constant sensation of themselves by the hostage of these very measures, the feeling that the danger is always necessary and careful.
