We are not threatening, but..: why the West should think about its security

After 24 years, Vladimir Putin again arrived on an official visit to North Korea on June 18. And the day before, the head of the Russian state issued an order on the advisability of signing a Comprehensive Cooperation Treaty between the Russian Federation and the DPRK. How can Moscow and Pyongyang most help each other? Will the rapprochement of the two countries affect the balance of power in the Asia-Pacific region and is military cooperation between both countries possible? For questions «Parliamentary newspaper» answered First Deputy Chairman of the Committee of the Federation Council Vladimir Dzhabarov.

Vladimir Mikhailovich, how would you comment on Vladimir Putin’s order on the advisability of signing a Comprehensive Cooperation Treaty between the Russian Federation and the DPRK?

— There has never been such an agreement between our countries — its appearance indicates that we will interact in all areas without exception. Back in the Gorbachev-Yeltsin era, Russia, because we then really wanted to please Europe and America, supported sanctions against the DPRK. As history shows, this was wrong. And the Koreans, despite everything, remained our friends, not hiding their sympathies for Russia. And now everyone understands that Pyongyang was right when it extremely negatively assessed the role of the United States and the West in general in their influence on international stability.

Vladimir Putin visits the capital of North Korea 24 years after his last visit to this country. What, in your opinion, is the key political significance of this visit?

— We see with you that our Western partners turned out to be not only not partners, but also opponents, and even thieves who are trying to seize Russian assets in the United States today. And today we have every reason to resume the broadest cooperation with the DPRK. The visit of our president, I believe, is both a guarantee of such interaction between our two countries and a signal for its beginning.

Can comprehensive cooperation between Russia and the DPRK somehow change the international balance of power? For example, weaken the position of the West in the Asia-Pacific region?

— I won’t talk about the global balance of power yet. But I am sure that the fact of such cooperation will greatly strain Washington. And Tokyo too. Well, what did they want — to constantly strain or, as it is written in some Western training manuals, to “overstrain” Russia and live like at a resort? It doesn’t happen that way. Let them now also think about their safety. Let me remind you that the DPRK has asked for only one thing all these years — to give it guarantees that there will be no external pressure and aggression against the country. Pyongyang never received them. Now the time has come for the West to get nervous and think about guarantees.

In your opinion, how can North Korea help Russia today and how can Russia help the DPRK?

— I believe that Russia can receive serious flows of labor migrants from the DPRK — they will arrive within a clearly established time frame, honestly carry out the agreed amount of work and go back home. We are talking about a very organized recruitment of very disciplined workers. For our part, we can help the DPRK with supplies of food and energy. Also, we must not forget that North Korea has serious reserves of rare earth metals, and Russia can technologically seriously help develop the extraction and use of these natural resources.

In addition, if necessary, we can use the help of the DPRK in the supply of ammunition to us from there. Strictly speaking, why does the West supply Ukraine with a large amount of weapons, missiles, and shells and at the same time be indignant that we will be able to receive military support from North Korea? Therefore, I do not rule out that active military cooperation is possible between our countries.
