What changes await OSAGO in the near future — Finopolis forum

From October 16 to 18, the Finopolis forum was held in Sochi, where trends and opportunities for using modern digital technologies in the financial sector were discussed. The auto insurance industry also became the focus of the media. Experts, including President of the Russian Union of Auto Insurers (RSA) Evgeny Ufimtsev, General Director of the National Insurance Information System (NIIS) Nikolay Galushin, General Director of AlfaStrakhovanie Vladimir Skvortsov and Senior Vice President of Sberbank Ruslan Vesterovsky shared their views on innovations in the field of insurance in general and OSAGO in particular and told what awaits insurance policies in the near future.

The following topics were raised: the use of artificial intelligence-driven services by insurance companies, the role of insurance agents in the active digitalization of the insurance industry, issuing OSAGO policies online, the transition from the AIS OSAGO system to the AIS Insurance system, and checking the availability of OSAGO policies using traffic cameras.

Thus, RSA President Evgeny Ufimtsev predicts an increase in the average cost of an MTPL policy in 2025 by 7-10% due to rising prices for auto parts, changes in vehicle supply routes and changes in exchange rates.

In 2025, we should expect not only an increase in the cost of cars imported into the Russian Federation, but also a reduction in their number,” Ufimtsev noted during a meeting with journalists on the sidelines of the Finopolis-2024 forum.

In addition, the head of the RSA said that the union fully supports amendments to the current legislation, which envisage an increase in the fine for repeated driving without an MTPL policy from 800 rubles to 3-5 thousand.

We think this is correct. If a person is warned, and he continues to drive without a compulsory motor liability insurance policy, this should be interpreted as a malicious violation,” Evgeny Ufimtsev commented on the initiative, adding that this measure will work effectively together with checking the presence of a policy through cameras on the roads.

Finally, RSA has prepared a package of proposals for legislative changes to the law on compulsory motor liability insurance and expects the amendments to be adopted by the end of this year. The amendments are designed to protect the rights of consumers of insurance services from the actions of unscrupulous auto lawyers-intermediaries.

Previously, we estimated the amount of funds that were spent in the field of compulsory motor liability insurance in payment of unscrupulous lawyers at the level of 40 billion rubles. Today the situation has improved, the rate of such payments has decreased several times and today RSA estimates it at approximately 10 billion rubles per year– said Evgeny Ufimtsev.

As part of the section “Beware of neural networks: Yuri Detochkin VS artificial intelligence,” General Director of AlfaStrakhovanie Vladimir Skvortsov said that the company actively uses services controlled by artificial intelligence (AI) when working with clients under compulsory motor liability insurance.

We have introduced a practice for settling insurance claims called the “green corridor”, when AI analyzes the parameters of the insurance claim. If everything is fine, then the AI, without human intervention, sends this case for settlement and payment. According to our statistics, about 60% of all insurance cases in the country and 70% in Moscow go through this “green corridor”,” commented Vladimir Skvortsov.

He also suggested that in 10-15 years, MTPL policies “will go to other distribution channels,” and their sale will be carried out by combining the work of insurance agents and AI. Sberbank General Director Ruslan Vesterovsky shares the same opinion. He noted that during 2 days of operation of the AIS Insurance system, more than 350 thousand requests were received from car owners who want to change their bonus-malus coefficient (BMR) in order to artificially reduce the cost of the MTPL policy:

We have often encountered situations where a person asks for a cheaper MTPL, and the agent agrees. You cannot rely on a potentially unscrupulous intermediary, so neural networks will become an intermediary between the provider of the insurance service and its recipient.

The transition from the AIS OSAGO system to the AIS Insurance system was also commented on by Nikolai Galushin, General Director of NSIS. According to him, one of the main functions of the new system is protection from so-called gray agents seeking to reduce the cost of the MTPL policy at the request of the client.

We have now physically closed access to the system to persons who should not use it. This should prevent the bonus-malus ratio (BMR) from being artificially reduced. The possibility of appealing in case of disagreement with the meaning of the KBM, of course, remains, but together with RSA we will try to ensure that there are a minimum number of such appeals— said Nikolai Galushin.
