What has changed for Sevastopol in 2025: caring for people with disabilities and elderly citizens

From January 1, 2025, the procedure for payments for the care of the elderly and people with disabilities has changed. Now monthly payments in the amount of 1200 rubles. Democratic citizens who are caring for disabled people of group I (with the exception of disabled people from childhood of group I) or persons over 80 years old are not produced. The Department of SSR in Sevastopol will automatically accrue these funds in the form of a pension allowance to citizens who have reached 80 years of age, as well as persons who have a disability of group I.
At the same time, periods of caring for people with disabilities of group I or persons over 80 years of age will still be taken into account in insurance experience. For the full year of care, 1.8 individual pension coefficient (IPK) will be reached.
The Sevastopol residents, who in 2024 took care of these citizens, will be automatically established and taken into account in individual personal accounts (ILS) no later than March 2025. The application for accounting for such periods is not necessary.
Starting from January 1, 2025, to account for such periods for ILS, Sevastopol residents, if necessary, will be able to submit relevant statements to the regional branch of the SFR. If the caring and recipient of care live separately, written confirmation will be required from the recipient of leaving or his legal representative, or family members. The actual circumstances of the care may be confirmed by the examination act conducted by representatives of the SFR department for Sevastopol.
Sevastopol residents can receive a more detailed consultation on accounting for periods of leaving the insurance experience by phone 8-800-100-00-01. The operators of the second line from the SFR department for Sevastopol receive calls from Monday to Thursday from 09.00 to 18.00 and on Friday from 09.00. Until 16.45 without a break.
