What used spare parts should not be used when repairing a car — expert opinion

At the conference “Claims&Pays 2024. Settlement of losses in insurance,” one of the issues discussed by insurance market experts was the shortage of auto parts and extended delivery times caused by the withdrawal of a number of manufacturers from the Russian market due to Western sanctions. Vitaly Komarov, First Deputy General Director for Scientific Work of the Research Institute of Automobile Transport (JSC NIIAT) said that one of the measures to maintain the efficient and safe functioning of the road transport market could be the use of used auto components for repairs. OSAGO. This will reduce downtime for repairs due to lack of spare parts by 80-90%.

NIIAT studied global legislative practice on this issue. It turned out that in recent years there has been a trend in the world towards the use of refurbished and used spare parts, but not because they have difficulties with the supply of new ones, as in Russia, but as part of the transition to a “green economy”, reducing the use of resources and protecting environment. For example, in France, a law was passed that not only allows, but obliges car repair shops to offer customers the opportunity to use a refurbished or used part equivalent to a new original part when repairing cars after warranty.

However, remanufactured and used parts must meet the same standards as new parts in terms of quality, safety and durability., – Komarov clarified.

In the US, the emphasis is on remanufactured parts. Back in October 2015, a federal law came into force there that regulates such issues. If we talk about insurance companies, then, for example, in the UK, out of 20 insurers examined, all use aftermarket parts and almost all use recycled parts.

Insurance companies assume that if the car is not new, then its components are used and do not necessarily need to be replaced with new parts. This is formalized at the legislative level, – said a representative of NIIAT.

He also listed the car brands whose used spare parts are in greatest demand. The top 5 includes: VW, Volvo. Toyota, Ford, Audi.

At the same time, an analysis of global regulatory practice revealed the following auto parts that cannot be reused:

  • all airbags;
  • automatic and non-automatic seat belts assemblies;
  • seats in cases where seat belt anchorages and/or airbags are built into them;
  • steering lock devices acting on the steering column;
  • immobilizers;
  • Emission after-treatment systems (e.g. catalytic converters, particulate filters);
  • mufflers.

Director for Asset Protection of the Russian Union of Auto Insurers (RUA) Sergey Efremov agreed that problems with spare parts worry almost all insurers who deal with compulsory motor liability insurance:

This problem is especially relevant for the Far East. For example, in the Primorsky Territory, 85% of cars are right-hand drive, with an average service life of 20 years, said Sergei Efremov. – Of course, no one repairs these cars with new parts. Service stations and car owners use used spare parts brought from the so-called “showdowns” in Japan and Korea. Although insurers, according to the Unified Methodology (note: determining the amount of costs for restoration repairs in relation to a damaged vehicle), make calculations for new spare parts, they are simply not available.

Thus, allowing the use of used and refurbished spare parts within the framework of compulsory motor liability insurance would help to increase the share of in-kind compensation, that is, repairs, including for right-hand drive cars, thereby removing the need for car owners to independently search for the necessary spare parts and negotiate with a car service center.
