What will the former first deputy director of the Department of Health of Sevastopol be tried for?

The Sevastopol inter-district investigative department of the Main Investigation Department of the Investigative Committee of the Russian Federation for the Republic of Crimea and the city of Sevastopol completed the investigation of the criminal case against the former first deputy director of the health department of the city of Sevastopol. He is accused of committing crimes under paragraphs. «b», «c» part 5 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale, committed with extortion), Part 1 of Art. 20 of the Criminal Code of the Russian Federation (negligence), part 1.1 of Art. of the Criminal Code of the Russian Federation (negligence resulting in the infliction of particularly large damage).

The investigation established that in the fall 2019 of the year, the accused, being at that time the first deputy director of the Sevastopol city health department, in charge of the organization and production of public procurement for the needs of the department and repair work at healthcare facilities in the region, demanded from a representative of one of the organizations that carried out construction work in a medical institution under a subcontract agreement to provide repair services in the apartments owned and used by him. If he agreed with his proposal, the defendant promised to enter into direct contracts with the organization without conducting competitive procedures, and in case of refusal, obstruction of the commercial activities of the organization.

The representative of the construction organization was forced to agree with the proposed conditions, having purchased building materials and repaired the accused’s apartments in the amount of more than 600 thousand rubles. After that, at the direction of the accused, an agreement was concluded with the organization for the supply of equipment in one of the medical institutions in the amount of 299 thousand rubles , — they said in the Investigative Committee.

In addition, in April 2020 of the year, the defendant entered into a state contract with several organizations for the supply of personal protective equipment at inflated prices, which resulted in a violation of the rights of citizens to health care and medical care, as well as causing budget the city of Sevastopol, major damage in the amount of more than 20 million rubles.

The criminal case was initiated based on the materials of operational officers of the FSB of Russia in the Republic of Crimea and the city of Sevastopol and the UEBiPK of the Ministry of Internal Affairs of Russia in the city of Sevastopol, as well as on the results of a prosecutor’s check.

The investigation has done a significant amount of work, collected irrefutable evidence of the involvement of the accused in the commission of the crime: more than interrogations were conducted, 10 searches at the place of residence of the accused and in medical institutions, a number of complex forensic examinations were appointed. The volume of materials of the convict case amounted to 23 volumes.

The investigation of the criminal case has been completed, the prosecutor has signed the indictment, the materials will soon be sent to the court for consideration on the merits.

The accused is under house arrest. Two cars, money and other property were arrested from him. The criminal case will be considered by the Gagarinsky District Court of Sevastopol.

The name of the person involved in the case is not reported now, but last year it was reported about the dismissal and detention of the first deputy director of the Sevastopol Health Department, Vladislav Nusinov.
