Which municipality of the Republic of Crimea promptly responds to questions and requests from citizens on social networks?

Specialists of the Regional Management Center of the Republic of Crimea analyzed work of local governments on the Internet for April 2024. Work in the information and analytical system “Incident Management”, maintaining official pages on social networks and Media Index were taken into account.
The rating is based on the federal assessment system of the Dialogue Regions ANO. The report is compiled regularly and provided to all heads of administration. It helps improve the quality of communication with Crimeans, analyze the local situation and make management decisions.
Working with citizens’ requests on social networks.
The rating for work in the information and analytical system “Incident Management” assessed interaction with comments and messages of citizens on social networks. Evaluation criteria include the quality of responses, average response time, and the percentage of overdue messages.
First place in the ranking was shared by: Armyansk (average response time — 2 hours 44 minutes), Evpatoria (2 hours 54 minutes), Kerch (2 hours 32 minutes), Kirovsky district (2 hours 28 minutes), Krasnogvardeysky district (3 hours), Krasnoperekopsk (3 hours), Krasnoperekopsky district (2 hours 39 minutes), Saki (3 hours), Saki district (2 hours 36 minutes), Simferopol (2 hours), Sudak (2 hours 43 minutes), Feodosia (2 hours 28 minutes ) and Yalta (2 hours 57 minutes).
Residents’ questions are answered most quickly by the Simferopol administration — on average in 2 hours. And residents of Old Crimea wait the longest for a response from administration representatives — on average 11 hours 28 minutes.
Maintaining official pages on social networks.
When compiling the rating for maintaining the official pages of heads of administration, representation in social networks, three quantitative indicators and the quality of content according to 9 criteria were taken into account.
The first place in the top zone of the rating was taken by the social networks of the head of the Yalta administration, Yanina Pavlenko. In second place are the official pages of the head of the Simferopol administration, Mikhail Afanasyev. The head of the administration of the Krasnogvardeisky district, Vasily Grabovan, with his social networks, took third place in the rating. The fourth place went to the head of the Nizhnegorsky district administration, Anton Kravets, and the fifth place went to the head of the Alushta administration, Galina Ogneva.
The heads of administrations of three municipalities received an “unsatisfactory” rating: Shchelkino, Stary Krym and Pervomaisky district.

MediaIndex is an indicator of the Medialogy system that allows you to qualitatively analyze the effectiveness of PR. The leading positions in the ranking were traditionally occupied by the head of the Yalta administration Yanina Pavlenko, the head of the Kerch administration Svyatoslav Brusakov and the head of the Simferopol administration Mikhail Afanasyev.
