Which spare parts will cost drivers the most, and how can the situation in the automotive market be improved? Experts say
CrimeaPRESS reports:
Despite the positive forecasts of experts, after the increase in the cost of spare parts by 27.7% at the end of last year and due to problems in the export of components to the country, the situation on the spare parts market remains relevant and requires further analysis.
According to Ilya Plisov, Deputy General Director of EuroAuto, member of the board of the Union of Automotive Services, the main crisis with spare parts has already been passed:
At the same time, some price fluctuations remain, primarily due to the volatility of exchange rates, the expert clarifies. – Delivery times for key spare parts are predictable, but rare spare parts still take a long time and are delivered unstably.
Let us remind you that on December 19, new reference books on the average cost of spare parts, materials and standard hours of work, in accordance with which payments under compulsory motor liability insurance are calculated, will come into force. According to preliminary estimates of the Russian Union of Auto Insurers (RSA), the average cost of spare parts in them, compared with prices in the September version, will increase by an average of 9.8%. Moreover, despite the increase in the average cost of spare parts, the price dynamics for different brands of cars varies. For example, a Hyundai windshield has dropped in price to 6 thousand rubles. (-28%), the door — up to 20 thousand (-35%), but the headlight, on the contrary, has risen in price to 145 thousand rubles. (+5%). At the same time, Renault recorded strong growth in many of the most popular positions — by 15-30%, but KIA and Nissan recorded the greatest growth, in particular, prices for windshields increased several times.
According to the Union of Automotive Services, since the beginning of the year, the most significant increases in price on average have been batteries (+20%), headlights (+17%), radiators (+22%) and air conditioner evaporators (+16%). At the same time, body parts fell slightly in price (by 4%). The assessment was made using original spare parts and analogue spare parts using the method of item-by-item comparison of wholesale prices in the Moscow region and Northwestern Federal District.
To improve the situation with auto parts, according to Plisov, it is necessary to work on a number of tasks, some of which are already being implemented today by the state and market players:
Now there is an urgent need to develop local production of auto components. Certain steps are already being taken in this direction — government investment programs are operating today, relevant enterprises are being actively built and are starting to operate. Also important is the supply of cars from countries without sanctions restrictions and support for parallel export.
Regarding the first point, it is worth noting the growth in sales of Chinese cars, the supply of spare parts for which is not regulated by sanctions. Regarding parallel imports, Ilya Plisov said that the state actively supports the automobile market in this direction. Thus, in the summer, the Russian government extended the validity of the certificates in response to a joint appeal by the Union of Automotive Services and the Russian Automobile Dealers (ROAD). Thus, the stop of parallel imports of more than 100 items was prevented. The mechanism that allows manufacturers and importers not to conduct lengthy laboratory tests of goods, limiting themselves to providing a declaration of their compliance with the declared characteristics, has been extended until September 1, 2024. At the same time, the Government has improved the procedure. Now mandatory certification can be completed within six months after the product is launched on the market. This will help protect the market from low-quality and sometimes downright dangerous goods.
In addition, auto experts note that the ability to use analogue spare parts for repairs has significantly reduced the burden on the insurance industry. Let us remind you that since September 11, 2022, insurance companies have been able to take into account the prices of analogue spare parts in price guides to calculate the cost of repairs within the framework of compulsory motor liability insurance if the original part is not on the market.
Also pressing is the issue of brands for which spare parts are not delivered to Russia in principle, or the waiting period for them extends for more than a year. This problem is especially acute for the Far East due to the active use of right-hand drive cars there. In this regard, RSA advocates the possibility of legitimizing the current practice in these regions and allowing such cars to be repaired with used spare parts, including under compulsory motor liability insurance. We are talking about spare parts that will not affect safety, but most often must be replaced after an accident.
