Will it help? Russia to have a single platform to protect against fraudsters

The Russian Ministry of Digital Development is creating a unified platform to combat fraud, the ministry reported. Law enforcement agencies, financial organizations and other relevant departments, including the Bank of Russia, have joined the work on creating the platform.

It is noted that a single platform will allow for prompt counteraction against both Internet intruders and telephone scammers, in particular, preventively.

Today, Russia has several effective digital platforms aimed at combating fraud, notes Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications.

The key one is the anti-fraud platform, which allows you to block phone calls from spoofed numbers. The fact is that spoofed numbers have long been a key tool for gaining user trust: for example, Russians received calls from a supposedly official bank number, for example, 900. As a result, citizens, being confident that they were talking to bank representatives, easily performed the actions that the fraudsters asked them to do. Over the entire period of its operation, the system has blocked more than 1 billion calls, and in the first four months of 2024, it helped prevent 248 million fraudulent calls. The effectiveness of the platform is also confirmed by the fact that the share of fraudulent calls from spoofed numbers is gradually decreasing — attackers have begun to actively migrate to instant messengers. The share of fraudulent traffic coming through calls in instant messengers now ranges from 55 to 80%.– the deputy said.

Nemkin also noted that Russia is systematically fighting phishing resources.

In 2024, the Ministry of Digital Development’s Anti-Phishing system also blocked about 64,000 fake pages, and Roskomnadzor restricted access to 33,000 phishing resources in the first half of the year.he noted.

However, the solution to the problem of fraud largely depends on the effectiveness of coordination between market participants, Nemkin believes.

So far, the fight against fraud in our country is decentralized — many participants are involved, each of whom, when solving the problem, proceeds from their own vision. On the one hand, this approach has made it possible to create innovative tools to combat fraud. For example, not long ago, T-Bank launched «Fraud Roulette» — a service that allows you to talk to telephone scammers in real time. Potentially, it can become an excellent tool for developing digital literacy skills among citizens, – he notes.

On the other hand, Nemkin emphasizes, the development of a unified strategy and coordination of participants will allow solving structural problems of the system for countering intruders.

Both government agencies and businesses are involved in the fight against fraud. The efficiency of their work is directly related to the speed of inter-industry interaction, especially if we are talking about blocking suspicious transactions. The unified platform will be aimed at solving this very problem. In addition, it will collect the best solutions for combating intruders, which will complement each other. Here it is important to focus on integrating the best practices of Russian business. For example, Beeline recently introduced a service for protection against telephone fraud in popular instant messengers. Of course, such technologies should receive state support– the deputy believes.
