Yalta: social support measures (benefits) for payment of contributions for capital repairs

Social support measures (benefits) for payment of contributions for capital repairs are provided in the form of compensation. The following persons have the right to compensation: disabled war veterans, war veterans, combatants, family members of the deceased, disabled persons of groups 1 and 2, disabled children; families raising a disabled child; citizens affected by the Chernobyl accident; home front workers; veterans of military service, internal affairs agencies, tax police; single citizens who have reached the age of 70 and 80.
The procedure for providing compensation for expenses on payment of contributions for capital repairs was approved by the Resolution of the Council of Ministers of the Republic of Crimea dated 22.01.2019 No. 32 «On approval of the Procedure for providing compensation for expenses on payment of contributions for capital repairs of common property in an apartment building in the Republic of Crimea to certain categories of citizens and recognizing as invalid certain resolutions of the Council of Ministers of the Republic of Crimea.»
Thus, the payment of contributions for capital repairs must be made by the owner-beneficiary monthly before the 20th day of the month following the billing month. in full (without discount). Based on the results of payment of contributions, citizens are provided with compensation for incurred expenses in the amount of the assigned benefit.
The amount of compensation is individual for each person and depends on the privileged category of the citizen and the number of residents. In the event that the owner of the residential premises has the right to assign compensation on two or more grounds, compensation is provided to him on one of the grounds at the citizen’s choice. The provision of compensation is of a declarative nature, therefore, to receive it, the owner-beneficiary with title documents must contact the Department of Social Policy of the Yalta City Administration of the Republic of Crimea (hereinafter referred to as the Department) at the address: Yalta, Moskovskaya Street, 45
Reception of citizens:
- Monday from 9.00 to 18.00
- Tuesday from 9.00 to 18.00
- Thursday from 9.00 to 18.00
- Break from 13.00 to 14.00.
The Department verifies documents certifying that the applicant is a citizen entitled to such measures, creates a personal file, and enters information about the citizen into the database of recipients of social support measures.
Compensation for expenses related to payment of the contribution for capital repairs is assigned from the 1st day of the month following the month in which the application and attached documents were submitted to the Department.
Every month from the seventh to the twelfth day of the month following the billing month, information interaction is carried out on the basis of agreements, within the framework of which the Social Payments Center transfers to the Capital Repairs Fund registers of citizens entitled to social support measures.
The Capital Repairs Fund returns monthly, on the fifteenth day of the month following the billing month, to the Social Payments Center the registers with information entered for each citizen on the amount, the fact of payment for the billing month, indicating the amount of payment, the amounts of unpaid/overpaid contributions for capital repairs of common property in an apartment building.
For owners-beneficiaries, for whom the Capital Repairs Fund has not provided information on the fifteenth day of the month following the billing month, the said information is provided to the Social Payments Center on the last day of the month following the billing month.
Important! Compensation is not provided to a citizen if he has outstanding debt established by the court.
The Social Payments Center makes compensation payments to citizens within ten working days from the date of calculation of compensation by the labor and social protection authority.
